In recent years,with the introduction of the western new public service theory and dissemination,social public puts forward new requirements to the government's public service and higher standard,at the same time,our country government combined with the actual situation of domestic and new trend under the background of globalization,gradually promote the deepening of reform of government functions and service oriented government construction has a certain effect.Since the founding of the People's Republic of China,the state has attached great importance to the development of the agricultural industry.China's agriculture has also gradually moved from the initial stage of solving the problem of food and clothing for the people to a higher stage of better and healthier food for the people.The development of the agricultural industry provides a strong driving force for the national economic construction and bears the heavy burden of national food security.It is not only a solid foundation for social progress,but also an important key for the effective solution of "three rural issues".In 2015,the central rural work conference raised the requirements for agricultural development to a new level,calling for strengthening the structural reform of agricultural supply side.Since then,the development of agriculture is no longer simply the pursuit of output growth,but the pursuit of industrial structure,product quality,product efficiency,product competitiveness,product brand,social contribution and other primary,secondary and tertiary industries of integrated development.As a characteristic agricultural industry in yueqing city,tea industry has a long history and social status in the local area.The sales of tea products make contributions to the economic development,and the spread of tea culture enriches the local cultural connotation.However,affected by subjective and objective factors,the tea industry in yueqing is relatively weak,which determines the importance and necessity of government public services for tea production,processing,sales,promotion,etc.The government can provide appropriate public services to promote the long-term development and modernization of the tea industry.This paper adopts the new public service theory,public goods theory,government-non-profit organization relationship theory and other excellent theories as the theoretical basis of the research,and takes the tea industry government public service in yueqing city as the object to start the research.This article from yueqing development of tea industry,yueqing city government's public service status of tea industry aspects of in-depth study,found that the local government in providing tea industry that exist in the government's public service problems,main show is enough rich service content and service level can not meet the requirements,services such as dislocation,vacancy phenomenon.In order to solve the problems existing in the government's public service supply in the tea industry of yueqing,based on related theories or outstanding research results at home and abroad as a guide,to the actual situation of local government,and found the problem the reason analysis and yueqing tea industry development needs,the combination of all three from the service consciousness of optimization,the diversity of supply,the improvement of the talent team construction,the supply level of ascension and so on proposed the yueqing tea industry for promoting the government public service proposal,highlight the service function of government in public service and improve the rationality and accuracy of the government public service,expand the scope of the government public service coverage of tea industry.It is hoped that through the organic combination of theory and practice,this paper can provide effective help for the development of yueqing tea industry,and at the same time,provide valuable reference for the local government of yueqing to improve the public service mechanism and enhance the level of public service capacity.
