China is facing the challenge of the transformation of government functions and economic globalization.According to the requirements of "speeding up the reform of administrative system and building a service-oriented government",Hebei Province makes full use of E-government network platform to promote the construction of the online administrative approval system.Hebei Online Administrative Approval System is one of the "112" project of E-government determined by the government.Since 2005,it has become a platform for coordinating administrative approval resources,making convenient to people,promoting government information.Government Business Process Reengineering(BPR)has played an important role in the construction of the system.The reorganization and reengineering of business processes have enabled the smooth implementation,and the system has also provided an indispensable technical support.The paper analyzes effects and problems by researching on application of BPR in the construction,and puts forward solutions and suggestions.It is helpful to popularize the application of E-government in Hebei Province,optimize the online examination and approval mechanism,and deepen government reform.The paper is divided into six parts: Chapter One introduces the research background,the research status at home and abroad,research content,research significance,and research methods;Chapter Two describes the BPR,government BPR,administrative approval and other related concepts and theories;Chapter Three describes current situation and functions of the system;Chapter Four analyzes the application of BPR in the process of system construction in detail,and discusses the existing problems in the actual business and information system;Chapter Five puts forward positive countermeasures and suggestions for the existing problems;Chapter Six is the conclusion of this study.
