The value orientation of public policy should be characterized by the publicity of public will and social needs,and the government's mission is to serve and promote the public interest.As a public policy to promote the high-quality development of Jianghan District,urban marketing will take into account the economic,cultural and social background of the entire region in the process of formulating urban marketing policies,and establish it from the perspective of public interest and public-private balance.Therefore,there are many factors influencing the city's marketing behavior in Jianghan District.The focus of policy issues,the discussion of policy participants and stakeholders,the setting of policy agendas,and the introduction of the final urban marketing policy all have a natural development logic.Multi-streams theory,as a classic model in the field of public policy process research,provides a good theoretical analysis model and perspective for the study of Jianghan District government's urban marketing behavior.This paper attempts to use the analysis perspective of multi-streams theory to analyze the factors affecting the urban marketing behavior of Jianghan District Government,and by explaining the problem source,policy source,political source and the coupling between the three source streams in Jianghan District,it analyzes the the reasons why the Jianghan District Government faces the predicament of urban marketing behavior,and attempts to provide a feasible path for the urban marketing behavior dilemma of the Jianghan District Government..Moreover,in order to make the multi-source flow theory better fit the reality of Jianghan District,this paper also reorganizes the analysis framework of multi-source flow theory,making it more in line with practice.
