In China,public institutions have been favored by job candidates because of their public ownership background and the relatively stable working environment and salary treatment they can provide.Especially since the reform and opening up,public institutions have played a very important role in the process of economic development and social progress.At the same time,its operation and development are also placed in more expectations.In public institutions,the natural flow of talent is very normal,it can promote the rational allocation of social resources.However,if there is a large-scale brain drain,it will cause huge losses to the normal operation of public institutions and bring unpredictable negative effects to the progress of the whole society.In recent years,China's talent market has been gradually improved,talents and employers can choose in both directions,and "job-hopping" from the original unit to other units has become the main form of brain drain.Public institutions are not dominant in the competition for talents in the whole society.At the same time,their reforms are relatively lagging behind and policies on talent management are relatively lacking.This has led to many high-quality inter-disciplinary talents choosing to leave and join industries with more preferential policies.Based on brain drain current situation as the breakthrough point,combined with X unit in X city of Henan Province demonstration analysis on the basic situation of brain drain,and put forward the countermeasures to reduce attrition rates,so as to better retain talent,talent team unity and stability enhancement institution,strengthening human resources management,improve the whole public trust,satisfaction,and the sense of acquisition has the very vital significance.
