| As a typical representative of trans-regional issues,trans-boundary watershed management is a hot and difficult issue in academic research and management practice because of its complexity of subject and responsibility.The fragmentation problem caused by sectoralism and regionalism is an urgent dilemma for river basin management in China.The holistic governance theory is proposed for the fragmentation problem,which is widely used in the governance practice of various countries,and has a strong guiding significance for river basin management in China.As a new research perspective,policy learning can effectively reveal the logic behind the change of affairs,and provide theoretical guidance for the realization of the overall governance mechanism.According to the practical requirements of holistic governance,the governance process of Liaohe River Basin can be roughly divided into three stages: the beginning of governance,the preliminary exploration of Holistic Governance and the promotion of holistic governance.There are also characteristics of "high-level promotion,dependence on administrative authority","sports governance,lack of long-term mechanism" and "significant stage characteristics".The study finds that there are some characteristics of policy learning in Liaohe River basin governance,such as "vertical learning is the main and plays a leading role","learning subject is constantly enriched but still dominated by the government" and "a certain alliance characteristics".Moreover,the development of policy learning plays an important role in the overall management of river basins,among which: the interaction of vertical learning and horizontal learning promotes the transformation and formation of governance concepts;vertical learning promotes new responsibility mechanism;horizontal learning promotes new working methods;and horizontal learning promotes new service supply modes.However,at present,the study of river basin management is mainly based on government learning,the content of learning is also focused on the secondary aspects of belief system,and the motivation of learning is also dependent on the promotion of superiors.As a result,the current management of Liaohe River basin only shows some characteristics of holistic governance,and does not really achieve holistic governance.In this situation,we should change the government’s concept,continue to play the role of administrative authorityto strengthen vertical learning,actively create conditions for horizontal learning,and strive to promote social learning. |
