The benchmarking management was first created in Xerox,USA.It is a management method commonly used by modern western developed countries in enterprises and government departments.It is used to learn from excellent organizations to continuously improve their competitiveness.Benchmarking management and strategic alliances,enterprise reengineering were called the three management methods of the 1990 s.After introducing the method of benchmarking management,we have accumulated mature research and application in the enterprise management of electric power,energy,coal and other industries.By comparing,analyzing and judging the first-class enterprises in the industry,we learn the advanced experience of others and catch up with them.In recent years,benchmarking management has been vigorously promoted in the cities of central and western China.By determining the benchmark target,the "rod" is used as a mirror to comprehensively and objectively analyze the status quo of its own development,identify its own shortcomings,and achieve continuous pursuit and leapfrogging.At present,the research on benchmarking management in our public sector,in addition to the relatively mature education industry,other areas are still in the exploration and implementation stage,urban governance is a huge complex project in the public domain,it can not rely on simple transplant benchmarking management Relevant theories and methods to implement governance work.In this context,this paper takes the human and social departments in charge of human resources and social security work as the research object,starting from the institutional responsibilities of the human and social departments,and constructing the indicator system in the five dimensions of promoting employment,social insurance,income distribution,labor relations and personnel talents.The social department benchmarks the indicator sets,and then filters the effectiveness of the indicators through the expert survey method,and then constructs the benchmark system for the human and social departments.After the completion of the benchmarking system,this article takes the Chengdu Municipal Bureau of Social and Social Affairs as a case,and takes the Guangzhou Municipal Bureau of Human Resources and Social Security and the Shenzhen Municipal People's Social Security Bureau as benchmarks.According to the indicator set,the index data of the above cities are collected,and the gap analysis method is used for benchmarking analysis.And the results of the benchmarking are presented in the form of radar maps.In view of the gap between Chengdu and benchmark cities,we will improve the employment and entrepreneurship system,establish a broader social insurance system,improve the income distribution system the labor inspection mechanism,improve the talent construction system and put forward improvement suggestions and plans.This paper has theoretical innovation by constructing the benchmark system of human and social departments,and it is theoretically innovative in promoting the benchmarking work in the field of human society.Secondly,through the case of Chengdu Humanities and Social Security Bureau,the system is used to conduct benchmarking analysis.From the operational level,it is human.The social department provided operational guidance during the benchmarking activities and promoted the benchmarking work of the human and social departments.
