Rapid development of economy and society of serious desire to stimulate the interests of people, if it is in conformity with the requirements of the interests of people of the country, the party and the government held a positive attitude to public behavior, once clashed with the interests of the individual, in the case of can’t equal dialogue, people will use weapons to protect their rights, from the current situation of our country, letters and visits is the preferred way to people’s interests. So, petition system is not only a national bridge, closely linked with the masses, is the expression and realize effective channel of interest appeal. But, in the operation process of system, because a lot of reality, make the function of the system can’t play his normal application, even appear dislocation phenomenon, resulting in distortion of letters and visits, misjudgment, and become the focus of debate from all walks of life. To comply with the demand of times development, letters and visits system is facing a severe test, there is just one way, namely "reform".Across our is in a critical period of development, transformation and comprehensive development, on public management functions of human resources and social security departments to safeguard and improve people’s livelihood, maintaining reform, development and stability has made important contributions, but from the point of situation both at home and abroad, human resources and social security enterprise still faces many challenges, such as total employment pressure and the structural contradictions co-exist, fairness of social security needs to be strengthened, the candidates mechanism, lack of scientific evaluation system of choose and employ persons labor relations coordination mechanism is imperfect, public service ability is weak, coupled with the management of human resources and social security work scope and service object, ranging from urban to rural, from authority to the society, from the old man to the children, all the groups based on the actual situation reporting problems caused by not only quantity is big, and the sensitivity is high, if mishandled, contradiction to accelerate to upgrade. Although people in yunnan province social letters and visits has some achievements, but in terms of the current situation, there are still many problems, such as repeat visit, group’s visit to increase; Day by day intense interests expression; Petitioners organizational tendency obvious, such as, if not from institutional reform, is bound to intensify the masses and the contradiction between people club department, so, this article is trying to study and analysis on the basis of our current petition system, combining with the characteristics of yunnan people club letters and visits, put forward not only conforms to the law of development, but also has practical perfect measures, making it the balance relationship between and among reform, development and stability of good governance.
