Research On Cooperative Governance Of Personal Network Helping Behavior Anomie

Under the background of Internet information technology update,personal network for help as a new type of network charity activity has become an important force to promote the rapid development of China's online philanthropy.However,with the increasing number of personal network help-seeking activities,the problem of misconduct,such as “fake donation” and “fraudulent donation”,has also emerged,which has greatly hurt the charity enthusiasm of the public and led to the booming online philanthropy in China facing with greater challenges and threats.Therefore,chaos of personal network helping behavior misconduct is urgently needed to be treated.Based on the development status of China's online philanthropy,this paper takes the personal network help behavior as the starting point,and builds a personal network help-seeking behavior misconduct cooperation management system as the research purpose.First of all,the background,purpose and significance of the research and the current situation of research at home and abroad are briefly combed.Secondly,the concept of personal help and personal network for help are defined,and the theory of cooperative governance is elaborated.Then,referring to “the Charity Law of the People's Republic of China” and “the Donation Law of the Public Welfare”,and other laws and regulations,this paper uses text research method,comparative analysis method and case expansion method.Through the comparative analysis of typical cases of multiple personal network help,to reveal the behavioral anomie of personal network help,and analyze the formation mechanism,the cooperative governance structure of personal network helpless behavior,and then the cooperative governance realization path of individual network helpless behavior is further studied.This study shows that the current personal network help mainly includes the following problems: false disclosure of information,cheat donate event,improper useof funds,cyber security is under threat.And based on comparing the typical cases of personal network assistance,this paper reveals that the formation mechanism of personal network help-seeking problems mainly lie in the personal legal network gap,the weak government supervision,the imperfect management mechanism of the online fundraising platform,the uneven quality of the help-seeking group and the lack of social supervision.Finally,based on current problems of the personal network helping behavioral anomie and its formation mechanism,combined with the theory of cooperative governance,the paper builds a cooperative governance structure of the personal network help behavior in China,and aimed at improving the relevant legislation,the government supervision system,optimizing the network platform management and improving personal qualities and empowering of social forces to participate in the supervision so as to put forward the realization path of personal network help and cooperation governance,which may provide certain reference significance and theoretical reference for the follow-up research on personal network for help.However,because personal network help is still in the emerging stage,this paper is also in the exploratory stage for the construction of its cooperative governance system.Therefore,the main direction for effective governance of personal online help-seeking behavior misconduct at this stage is to deeply study the rights and obligations of each subject and explore the cooperation mode among each subject.
