The Assessment System Research Of Civil Servants In Changzhou Municipal Government

There are a series of problems that cannot be ignored in the civil servant assessment system in China.It is urgent to overcome.For example,the lack of in-depth investigations in the assessment mechanism;the rationality,scientificity,field and effectiveness of assessment methods and assessment indicators are still insufficient.The frequency is inconsistent;the annual assessment is valued,but the marginalization is usually assessed.Faced with the above problems,how to identify and analyze,propose effective solutions,optimize the civil servant's usual assessment system,and then promote the improvement of government work efficiency is the purpose and research significance of this topic.To implement the requirements of the central government on the construction of the civil service,we should give full play to the basic,strategic and fundamental role of the usual assessment in the management of civil servants.In particular,the assessment should focus on the civil servants' "how to test" and”The question of "what to test" and "how to use" is based on policy.This paper is divided into five parts:the first is the introduction,the second part is the related concepts and theoretical basis,from the level of policies and regulations to clarify the objectives of civil servants' usual assessment,assessment principles,assessment purposes.At the same time,explain the four theories as the basis of the research;the third part starts from the reality,points out the achievements and shortcomings of the regular assessment of the city-level organs in Changzhou,and studies the status quo in the usual assessment work,the establishment of the index system,and the application of the results.The fourth part is a horizontal comparison.The United States and the United States and other advanced countries in the United States,as well as Chongqing,Qingdao,and Ningbo,and the cities with similar economic and social development levels in Changzhou are taken as examples to sum up experience and characteristics for reference.Part of it is to propose corresponding rectification suggestions for the problems in Changzhou.
