In recent years, as a transferred way for civil servant, open selection has become more and more important. The central, provincial, city departments are active to explore and carry it out, trying to make the public servant from the base become the main source of new force for the upper organic cadres, and also optimize the structure of civil servants, deepen the reform of personnel system further. Open selection can truly break the inflexible pattern of "a post for life", inspiring their energy and enthusiasm, and containing all kinds of corruption effectively. The upper authorities selecting outstanding talents from the lower levels can broaden the growing path for the young excellent public servants from the base, meanwhile, it is beneficial to change the present situation of too many civil servants from "three-doors cadres" (home---school---authority unit, it refers to the young civil servants who are employed by authority unit right after their graduation) from upper authorities. Newly enacted Party and Government Leading Cadres Selection and Appointment Regulations definitely focuses on the base, so the task of open selection would be gradually heavier. With the formation and perfection of open selection, matching systems for recruitment, selection, cultivation and management has been perfected as well, but the shortcomings can’t be ignored. For instance, open selection would easily bring up "test specialist"; selected people can’t meet the needs of employing unit; the surroundings for open selection is not so ideal, etc. All these made the implement of open selection so tough. Municipal authority, as the "lowest" upper authority, it directly faces the wide base, so, it is realistically necessary and urgent for it to explore and carry out the long-term system for municipal open selection.Based on the above reasons, this thesis starts with the background and significance of open selection by borrowing document literature, studies the civil servant recruitment and transference from home and abroad, analyzes the features and commonness of open selection both here and abroad. Firstly, it talks about the development history of public servant recruitment system, then sketches out emergence and development of open selection, and focuses on its purpose, significance and empirical experience. Through combining the actual situation in Lijiang, this essay generally analyzes civil servant here and the open selection carried out in Lijiang municipal authorities to summarize the ways and experience. On this basis, the author deeply analyzes and studies the pattern, existing problems and flaws in system for open selection in Lijiang, and finally proposes the mechanic mode and suggestions adapted to municipal open selection.
