Since “the civil servant law” and “the civil servant examination regulations”promulgated,the Chinese government has implemented the assessment system of civil servant,which has won initial success with the system construction,the pilot project,the innovation and so on.However,during the development in 9 years,the problem of paying more attention to the regular assessment than to the routine ones has been highlighted.The work of routine assessment of civil servant in S County Administration of Industry and Commerce,Quality and Technical Supervision has made achievements with the innovation of assessment methods,and also exposed some problems.Through the field research in S County Administration of Industry and Commerce,Quality and Technical Supervision,the author states problems in its assessment work,analyzes the causes and puts forward some countermeasures accordingly.It could be a good guide to this unit's routine assessment work,and also offer reference and guidance to other government units with similar conditions on the work of routine assessment of civil servant.First of all,the thesis summarizes research background of routine assessment of civil servant,and generalizes the domestic and foreign research review of this field.And then,from the current situation of the routine assessment of civil servant in S County Administration of Industry and Commerce Quality and Technical Supervision,the author discovers some non-standard phenomenon,which express themselves in those following ways: the division of the assessment objects is not reasonable;the quantitative assessment indicators and the effective communication of the feedback on the assessment results are lacked;the reviews of assessment from the leadership are extremely subjective;the legal system of routine assessment is not perfect.Besides,based on the theory of performance appraisal and the appraisal system for civil servant and combined with the firsthand data and materials collected by questionnaires,the causes of the problems of routine assessment of civil servant in S County Administration of Industry and Commerce,Quality and Technical Supervision could be classified in the aspects as follows: the lack of the performance-oriented culture construction;the influence from the equalitarianism liability and some man-made factors in assessment;the lack of effective supervision;the complexity ofthe performance and evaluation of civil servant at grass-roots level At last,there are a lot of useful countermeasures could help to solve the problems of routine assessment in S County AIC&QSB,such as classifying the assessment of civil servant at grass-roots level,strengthening education of performance-related culture,establishing the qualitative and quantitative system of assessment,the feedback system of results,and the specialized regulator,etc.
