Incentives have always played an important role in human resources management in the public sector,and their validity will directly affect the performance of the government and even the construction of the civil service.In recent years,with the deepening of reform and opening up,the speed of the reform process of government agencies has also been accelerating.How to strengthen the construction of the civil service,strengthen the cohesion and innovation of cadres,and explore new ideas for the management of civil servants has become a hot topic of current institutional reform.From the issuance of the interim regulations on civil servants in September 1993 to the official implementation of the civil servant law on January 1,2006,China has made steady progress in the legalization,institutionalization and standardization of the management of civil servants,and great achievements have been made.At the same time,the incentive mechanism for civil servants has also started to operate,and the laws and regulations on civil servants have also involved some contents about the incentive of civil servants.In the context of institutional reform and the new normal of tax work,the incentive mechanism construction of grassroots tax departments in China is facing new pressure and challenges.The business of grassroots tax departments is highly complex and strict,and also has significant publicity,which reflects the government's provision of public services and social material redistribution.Based on the reality of grass-roots civil servants motivation research Tongliao city tax system,fully arouse the enthusiasm of civil servants at the grass-roots level Tongliao city tax system,and for this group to explore using a set of more scientific and reasonable and effective incentive mechanism,to build a vibrant,active taxation cadres and to cope with the current difficulties and challenges,this research has certain practical significance.Based on the classical incentive theory,this paper will be foreign tax authorities incentive mechanism of civil servants and other parts of the domestic tax department incentive mechanism of civil servants or measures as a reference to a preliminary exploration and summary analysis,and incentive mechanism of civil servants at the grass-roots level to Tongliao city tax system present situation,the questionnaire survey to collect the related content and data,and content analysis and statistical analysis,it is concluded that the current incentive mechanism of civil servants at the grass-roots level of Tongliao city tax system with some limitations in the following four aspects:namely,performance appraisal lack of guidance,improper material incentive knowledge,inspiration ideas not mature and young cadres erosion is serious.This paper through the literature research,questionnaire method,system analysis and other research methods,the reasonable use of domestic and foreign typical incentive theory,on the basis of summarizing the predecessors' research results,in Tongliao city tax system basic empirical research of the current civil servant incentive,from the Angle of system,put forward has certain operability,easy to improve the Tongliao city tax system the present situation of grass-roots civil servants incentive reasonable Suggestions and measures,as well as other functional departments and even national level science building incentive mechanism of civil servants at the grass-roots level provide some experience for reference.
