Study On Optimization Of "721" Working Mechanism Of Urban Management In Dongyang,Zhejiang Province

Urban management is an important part of people's livelihood and a window for the image of the government.It is of great significance to do a good job in urban management.Since the end of the 1990 s,due to the needs of reality,China's urban management law enforcement system came into being.At that time,a large number of urban management problems were solved,which played a certain positive role in the development of the city.However,with the continuous development of cities and the increasing scale o f cities,the administrative law enforcement departments of urban management are inefficient,and the limitations of management models have gradually become the shackles that restrict the development of urban management.The improvement of urban management mechanisms has become an urgent task.On November 7,2016,the Ministry of Housing and Urban-Rural Development officially advocated the “721” work law in the national urban management law enforcement team.Through the strong foundation,the style of change,the image of the tree,etc.,solve the bottleneck of the development of urban management mechanism and improve the level of urban management.At the beginning of the implementation of the "721" work method,there were also many problems,such as insufficient staff matching,unreasonable relationship between management services and law enforcement,difficulty in clarifying duties,and excessive dependence of urban residents on the government.For the transformation of urban management concepts,the construction of service-oriented urban management system and mechanism,and the creation of service-oriented government,scholars at home and abroad have written much articles and put forward many viewpoints.Theoretically,it provides many guidance and reference for urban management reform.On the basis of the theoretical research results of the predecessors,using the literature research method,the investigation research method,the system analysis and quantitative evaluation method,and the systematic research method,this article chooses to deal with the operation of the traditional urban management mechanism in Dongyang City.It investigates and analyzes the significance and current situation of the implementation of the "721" working mechanism,understands the achievements of the implementation of the "721" working mechanism of urban management in Dongyang City,and discovers the problems in the implementation of the "721" working mechanism of Dongyang City Management,and Analyze the various causes of the problems,and then proposes effective strategies to improve the urban management mechanism of Dongyang City.On the basis of sufficient research on a large amount of literature,the author is committed to investigating the reform status of urban management mechanism in Dongyang City,Zhejiang Province,and expounding the evolution process,organizational system and management content,operational mechanism and management objectives of urban management.On the basis of investigation and research,the author discusses the necessity of implementing the "721" working mechanism of urban management and its content and significance.It also further analyzes the insufficiency of the matching of urban management personnel and the unreasonable relationship between service and law enforcement.The distribution of management authority is not clear and the masses are overly dependent on government management.In view of the implementation effect of the “721” working mechanism of urban management in Dongyang City,the author deeply analyzes the influencing factors from the main factors,object factors and external factors,and puts forward the effect of improving the working mechanism of “721” in urban management in Dongyang City.Countermeasures and suggestions mainly include improving the training system for building urban management work teams,changing management concepts,rationalizing the relationship between service and law enforcement,formulating clear and reasonable management authority lists,and focusing on mass participation and strengthening community residents' self-government.Through investigation and analysis,the author hopes to improve the city management mechanism,and promote the improvement of urban management in Dongyang City.
