Research On Service-oriented Maritime Construction In Yunnan

The local maritime agencies at all levels are not only important law enforcement guarantees to safeguard inland water traffic safety,but also important responsibilities to protect water areas from pollution,and play an important role in the National Maritime administration.Yunnan Provincial Maritime Bureau is an institution providing administrative services.On the one hand,it maintains the safety of water traffic in accordance with the law,on the other hand,it is also responsible for maritime supervision,emergency search and rescue on water,port and navigation management and inspecting vessels within its jurisdiction.In order to create a good environment for economic development,improve the level of social public services,build a harmonious and fair social order and provide better services for the masses,the Party has put forward an important strategic plan for transforming the functions of the government,requiring that the regulatory government be transformed into a service-oriented government.Maritime institutions are part of the government's institutional system,so they should develop towards a service-oriented direction.Service-oriented maritime institutions are not only the goal of the reform of the maritime system,but also an important task facing the maritime system.Only in this way can marine institutions be endowed with tremendous vitality and vitality.This research mainly uses the new public management theory,first elaborates the concept of public service,then discusses the concepts related to service-oriented maritime affairs,analyzes the differences between the functions of regulatory government and service-oriented government,and proposes that maritime agencies should change their roles from the previous paddlers to the steering officers.Taking the service-oriented maritime construction in Yunnan Province as the research object,using the relevant theories of public management and drawing lessons from advanced maritime management models and practical experience of developed countries and regions as guidance,this paper analyzed the achievements,existing problems and causes of problems in the process of service-oriented maritime construction in Yunnan Province.This paper focuses on the analysis of the problems and root causes of Yunnan Maritime in the aspects of hardware and software,such as safety supervision and search and rescue,maritime infrastructure construction,pollution prevention and emergency response,maritime informatization,support capability,system and mechanism construction,and personnel team construction,and puts forward countermeasures and suggestions for building Yunnan service-oriented maritime.In terms of service concept,we should strengthen the awareness of public service,establish the idea of people-oriented and serving the people,ensure that the maritime services provided can meet the public needs of the people,take "customer satisfaction" as the criterion for evaluating the performance of maritime public services,and take administration according to law as the basic requirement for providing maritime public services;and strengthen maritime public services in terms of service capacity.Facilities construction and quality construction of maritime management team,innovation of maritime management system and mechanism,improvement of information level of maritime management,and Realization of high efficiency and quality of maritime work.Through the above thinking and exploration,this paper makes a useful preliminary study on how Yunnan Maritime can better serve the social and economic development,provide high-quality services for the overall layout of the "five in one" and provide services for the construction of radiation centers in South and Southeast Asia.
