GuangXi Service-oriented Maritime Development Study

Based on the background of the transition of governmental function and the reform of the administrative system was deepened, in2005MSA China (The Maritime Safety Administration of the People’s Republic of China) established the overall target to build "three maritime", furthermore in2010it gave special demands of building "four types of maritime". To strengthen the construction of maritime’s comprehensive ability and promote the public service level of maritime which are a comprehensive embodiment of maritime departments’various resources strength, management level and administrative ability, and also are the root of the maritime departments existing and development. The reason for strengthening the research on construction of service-oriented maritime, at first, the fast development of local economy needs services from maritime institutions; The second this research is a result of the recently increasing demands of administration permits in Guangxi maritime; Thirdly is to realize the requirements of maritime management into the open, systematization. and scientification; The fourth is the need of riching maritime affairs’public carrier, and widen the channel of the public affairs.This paper takes current maritime service system in Guangxi as the research target, through investigations, analysises constructions before and after the reform among maritime service system and studys its effection. Moreover, the author tries to anatomize and conclude the manner and method for maritime service in Guangxi, which puts forward scientific suggestions and countermeasure on maritime service. Based on the theory of "new public service", the paper combines practice and exploration in the construction of service-oriented maritime in Guangxi maritime departments. Finally, the causes made the main existing problems in service-oriented maritime are analyzed. Correspondingly, some opinions and countermeasures are proposed. Framework for the writing of this article can be divided into four parts. The first part is introduction, mainly expounds the proposal of the question, the meaning of the study, literature review. the paper’s main points and structure arrangement; The second part is about the construction of service-oriented maritime and its significance, mainly explains the connotation and characteristic of maritime service, which introduces the basic situation of construction of maritime service in China, and points out significance of construction of service-oriented maritime; The third part comments the present situation of Guangxi service-oriented maritime, and summaries achievements in construction of Guangxi service-oriented maritime; The fourth part analysises existing problems during construction of Guangxi service-oriented maritime, and finds out the reasons; The fifth part puts forward countermeasures for construction of Guangxi service service maritime, including unify thinking,awareness-raising, improve and innovate maritime’s management system and operation mechanism, strengthen the construction of limited responsibilities in maritime, establish the correct service idea, strengthen construction of maritime team, learn advanced experience of foreign country in construction of service-oriented maritime and so on.
