With the rise of a new wave of public administration, the traditional governmentpersonnel management has to change to the modern human resources management in theknowledge economy. Government departments must use a variety of new managementconcepts, techniques and methods to improve the efficiency of administrative staff andpeople’s satisfaction. In China, with the implementation of the Government’s objectivesresponsibility, performance appraisal of civil servants has become an important part of humanresource management. The eighteenth party’s clearly pointed out to perfect the cadre appraisalsystem. Public security and traffic police as an important body of public administrationservices, which affects the efficiency of the security situation and the people’s livingstandards.Improving the initiative of police and stimulating the vitality of Traffic Police teamare the key to playing functions of the public security organs well and improving the servicelevels. However, improving the performance appraisal system of public security and trafficpolice becomes an important way to achieve this goal and the important content of themodernization human resource management of the public security organs.Firstly, the paper organized the theory about performance appraisal for civil servants,including the meaning of civil servants and the principles, significance, content and the sixassessment methods of the performance appraisal for civil servants. Secondly we studied onthe domestic civil carding performance appraisal system through the latest literature research,and then combine with the situation of Yangling Traffic Police performance appraisal,including the basic situation of Yangling Public Security Patrol Detachment and take it as anexample. Thirdly, we analysis the performance appraisal system of Yangling police tosystematically, including the assessment of its content, criteria, methods, process and resultsof the analysis, and point the problems and deficiencies of police performance appraisalsystem clearly and analysis the reasons. Finally, according to the performance appraisalsituation Yangling Patrol, we made the optimizing principles and ideas of performanceappraisal and explain the specific measures and safeguards of Yangling police optimizedperformance.The results showed that there are many problems in Yangling traffic police performance appraisal, such as vague assessment criteria, unreasonable assessment indicators, the singleassessment object, incomprehensive assessment content, unreasonable assessment method,closed assessment process, lacking of the reflection for examination results and so on. And allthose problems are born with the lacking of job analysis, concept security and system security.Such, we put forward the specific measures to optimization Yangling police performanceappraisal system, including clearing assessment criteria, detailing assessment content, takingeffective and efficient assessment methods to diversify assessment subject and transparentappraisal process. Through emphasizing communication between the assessment subject andobject, the performance appraisal results can be feedback. In addition, to ensure theperformance appraisal system optimization program to be implemented smoothly, weproposed safeguard measures in four areas: construction of strengthen concept, enhancing thelevel of the assessment team, focusing on detachment culture and improving the performanceappraisal management system, which is important to improve the human resourcemanagement of Yangling Public Security Bureau Traffic Police Detachment.
