Research On The Optimization Of Wenzhou Social Security Citizen Card Project From The Perspective Of Service-Oriented Government

With the Internet + era,smart city,Electronic Social Security Card and other emerging concepts have been put forward,Using Internet thinking,provide more efficient,faster and better public goods and services for urban residents,and accelerate the transformation into a service-oriented government,which has become a new topic facing the government.The emergence of social security citizen cards provides a new way to achieve social security social management,which can better adapt to the new situation the need of the management of labor and social security,enrich the government's means of serving the people,improve the overall service level of the government,Integrate government information resources and facilitate citizens to handle social affairs has great practical and historical significance.Wenzhou social security citizen card construction and application expansion as one of the livelihood projects of wenzhou municipal party committee and government,although the start is late,but from behind,to create a people-oriented social security card "wenzhou model".In the past 7 years,wenzhou citizen card has taken advantage of its late development,surpassing most of the brother cities in our province and ranking the second place in the whole province in terms of various indicators,second only to hangzhou.However,some problems have been encountered in the development of citizen card.Based on the citizen card to the comprehensive analysis of the research results at home and abroad,the use of the new public service,the new public management theory,and literature review,comparative analysis,questionnaire survey and other methods,based on the current situation of the development of wenzhou citizens of the social security card and problems,in the perspective of the service-oriented government and Wenzhou citizen card unique advantages,in view of the current era of Internet + demands and digital urban management,analyzes the reasons for problems occurred in wenzhou social security citizen card,targeted puts forward some Suggestions on optimizing and perfecting the Wenzhou citizen card.Through research,this paper thinks that wenzhou social security citizen card should be optimized from the following aspects: First,we will transform the function of social security citizen card and accelerate the integration of resources;Second,Wenzhou Government and Human Resources and Social Security Bureau as the support,give full play to the advantages of the relevant departments;Third,we will formulate and improve laws and regulations related to social security citizen card;Fourth,we will upgrade the social security citizen card APP and create handheld apps for public services.
