In the report on the work of the government in 2015,the "Internet plan" was put forward for the first time.In 2016,the "Internet plus bicycless" came into being.The new bicycles is called shared bicycles.They appear on the streets of major cities.They are a great innovative way of environmental protection travel.Participants are extensive,involving a wide range of universes,and their characteristics are relatively distinct.They are different from the traditional administrative law geographical division.They can not use traditional administrative laws to regulate bicycle sharing.This new thing makes people's daily life full of vitality,but at the same time accompanied by dangerous occurrence,the amount of investment is too large.The vehicle is parked in disorder,the maintenance is not in place,the main responsibility of the enterprise is not clearly implemented,the user deposit and personal information are not safe,and all kinds of risks and interests are intertwined,which obviously adds difficulty to the system of administrative regulations.The administrative regulation system is to keep the safety first,to keep the basic service quality,to keep the fair environment of market competition,and to create a good modern legal environment of the national governance system.How to control the new things such as sharing bicycles has become an urgent problem to be solved.The practical application of the administrative rule of law system can effectively resolve new contradictions and conflicts.The report of the 19th National Congress proposed to "adhere to the people-oriented development concept" and at the same time propose to "adhere to the development of new concepts" and further implement the construction strategy in the context of the new era,emphasizing that development is the basis for solving all contradictions and the need for scientific development to achieve advanced Development concept.In the process of constructing and perfecting China's administrative rule of law system,it is necessary to actively meet the needs of the times,strengthen construction from a new perspective and direction,and ensure that the concept of development "innovation,coordination,green,openness and sharing" can be achieved and meet people's needs.Pursue a better life.Therefore,we first need to explain the current situation of the administrative laws and regulations and the issue of bicycle sharing,study the specific requirements and development direction of the administrative law,find that the current administrative law defects require the sharing of bicycles,and then adjust the development of the quasi-shared bicycle administrative law.Through literature search,this paper studies the control of shared bicycle from the perspective of administrative law.This paper is divided into four parts.The first part mainly writes out the basic theoretical framework;the second part mainly discusses the basic theoretical framework.The second part mainly discusses the management system of sharing bicycles in China.The third part mainly discusses the administrative regulation system of bicycle sharing in the United States and Its Enlightenment to China.The fourth part is the author's personal views,and puts forward some suggestions for the healthy and orderly development of shared bicycles in China.
