Reserch On The Adaptability Of Ppp In Public Service Projects

In recent years,Chinese government departments have invested a lot of resources to build and provide public goods and public services.However,due to the relatively thin foundation,the supply level of public services that local governments can achieve with financial input is still insufficient.In recent years,in order to alleviate the debt problem of local governments,improve the supply level of local public services and start a new wave of promoting the cooperation between government and social capital in the field of public services,PPP projects have been implemented in many places,but some problems have been exposed in the process.Nature based on the analysis of PPP,project characteristics and unique environment of local government public services such as said,based on public goods,government failure,the new public management,and other related theory,in order to choose the PPP pattern of local government on the implementation of public services as the main research object,through analyze the positive definite new district in Hebei province comprehensive underground pipeline corridor project design,choice of social capital,financing,and reward system,etc.,exploratining the current PPP mode and the adaptability of local public servicess.At present,the application of PPP in the government and social capital collaboration construction of local public services,there are still less local governments provide the choice of the PPP projects,private sector participation in the PPP projects' enthusiasm is not high,there is a big project of debt risk and the risk of default,and many other fitness problems,the main reason is project participation main body role shift does not reach the designated position,mechanism design is not perfect,the lack of legal constraints,lack of comprehensive management ability and so on.This paper proposes that to participate in the main objective understanding of PPP nature and then complete the changing role optimization PPP project selection and design,to develop the corresponding countermeasures to participate in the main core competencies,with a view to promote the PPP mode and local public services to adapt.
