Research On The Impact Of Government Behaviour On The Development Of Cross-border E-commerce

With the rapid development of information technology and the deepening of economic globalization,China's cross-border e-commerce has developed rapidly and has become a new trend of foreign trade and a new growth point of national economy.The rapid development of cross-border e-commerce cannot be separated from the participation and guidance of the government.In recent years,the government has issued a series of supporting policies to promote the development of cross-border e-commerce in China.However,due to the high investment cost and risk,the proportion of enterprises engaged in cross-border e-commerce is not high.At the same time,there are still some problems such as imperfect laws and regulations,imperfect supervision system and security risks in cross-border payment.Therefore,how to encourage more enterprises to participate in cross-border e-commerce and regulate the order of cross-border e-commerce industry is a key issue for the government to solve in promoting the development of cross-border e-commerce.Based on the evolutionary game theory and system dynamics theory,this paper analyzes the role and influence of different government behaviors on the development of cross-border e-commerce,providing a clearer path for the formulation and implementation of cross-border e-commerce policies.The main contents of this paper are as follows:(1)Analysis on the impact of government actions on enterprises engaged in cross-border e-commerce.In order to promote enterprises to engage in cross-border e-commerce,an evolutionary game model between government and enterprises was established,and the influence of different government behaviors on enterprises to engage in cross-border e-commerce was explored by combining MATLAB simulation technology.The research shows that the government can create a good development environment for cross-border e-commerce by enhancing the supervision,and promote the evolution of enterprises to participate in cross-border e-commerce.However,the low level of government supervision will lead to the chaos of cross-border e-commerce market,which is not conducive to enterprises' participation in cross-border e-commerce.The greater the government subsidies and tax incentives,the faster the evolution of enterprises to engage in cross-border e-commerce.And in the early stage of cross-border e-commerce development,the government has a greater incentive effect on enterprises,and the incentive effect weakens with the development of cross-border e-commerce market.By increasing investment in cross-border e-commerce infrastructure,the government can increase the enthusiasm of enterprises to engage in cross-border e-commerce.However,with limited financial resources,the government's investment should be kept within a certain limit.(2)Analysis on the influence of the government on the development of cross-border e-commerce industry.In order to promote the development of cross-border e-commerce industry,a system dynamics model for the development of cross-border e-commerce industry was established.Based on the above analysis,the role and influence of different government actions on the development of cross-border e-commerce industry were further analyzed.The research shows that the government can reduce the cost of enterprises' participation in cross-border e-commerce and increase the number of cross-border e-commerce enterprises by increasing the financial support,so as to promote the development of cross-border e-commerce industry.The government can promote the development of cross-border e-commerce industry by increasing the construction of cross-border logistics facilities and information facilities,but the promotion effect of increasing the construction of information facilities is more obvious.The government can promote the development of cross-border e-commerce industry by optimizing the customs environment and improving the quality of management.The enhancement of talent training has a certain degree of delay on the development of cross-border e-commerce industry,which is obvious in the later stage of cross-border e-commerce development.
