Study On The Participation Of Social Organizations In The Educational Poverty Alleviation In Old Revolutionary Base Areas

In Xi Jinping's report at 19 th CPC National Congress,he mentioned that the period between now and 2020 will be decisive in finishing building a moderately prosperous society in an all-round way.We must see that the gains of reform and development benefit all our people in a fair way and poor people and poor areas will enter the moderately prosperous society together with the rest of the country.Old revolutionary base areas are the roots of the Communist Party of China and the people's armed forces.On the road of the Chinese revolution,the people of old revolutionary base areas have made tremendous contributions.However,due to multiple factors such as nature,history,and transportation,the development of some old revolutionary base areas is relatively lagging and people's living standards are not high.So poverty alleviation tasks remain.Social organization is an important link between social assistance resources and the poor.We should encourage different kinds of social organizations to participate in poverty alleviation through various forms such as loving donations,voluntary services,pairing assistance,etc.,and actively support the development and construction of old revolutionary base areas.Poverty alleviation through education is an effective measure to achieve targeted poverty alleviation and sustainable poverty alleviation,which can effectively stimulate the endogenous motivation of the poor.We should pay particular attention to helping people increase confidence in their own ability to lift themselves out of poverty.So what functional role do social organizations play in participating in educational poverty alleviation in old revolutionary base areas? Is there any practical experience? What else problems remains? What are the specific reasons for these problems? Are there any countermeasures and suggestions?Around the above issues,based on the perspective of public administration,taking the participatory governance theory and the third distribution theory as theoretical tools,comprehensively using research methods such as consulting literature,telephone interview and distributing questionnaire,this essay analyzed and evaluated the project named “Donating Charity Funds to Poor Students from Old Revolutionary Base Areas” initiated by L foundation in H province in 2019.The main research contents of this essay are the practical experience of the project,the practical difficulties in the process of project implementation,the reasons for these difficult problems,and some countermeasures and suggestions of social organizations participating in the education and poverty alleviation in the old revolutionary base areas.The study found that there are some difficulties in the project.First,the ability to raise charity funds is weak.Second,it is difficult to subsidize poor students accurately.Third,it is very difficult to run the project effectively.Then this essay performs an in-depth analysis of the causes.First,L foundation has insufficient capacity in participating in educational poverty alleviation in old revolutionary base areas.Second,the guarantee of social organizations participating in poverty alleviation in old revolutionary base areas is limited.At last,based on the combination of public management knowledge and practical research,this essay proposes two countermeasures for social organizations participating in poverty alleviation in old revolutionary base areas.First,improve the ability of social organizations.Second,improve government's system guarantee of social organizations participating in educational poverty alleviation in old revolutionary base areas.
