Study On The Innovation Of Community Detoxification Work

The narcotic drugs abuse is a worldwide problem.Narcotic drugs will not only harm the physical and mental health of drug users,but also damage the happy life of drug users' families,and lead to other illegal and criminal behaviors that harm the society.Because of the great harm of narcotic drugs,it can reduce the social harm of drugs to the greatest extent by actively helping narcotic drugs addicts get rid of drug addiction and return to normal family and social life.This is of great significance.Before the implementation of the Narcotics Control Law of the People's Republic of China,the main ways of detoxification were compulsory detoxification and detoxification through labor and education.Under these two ways of detoxification,the problem of high rate of narcotic drugs addicts re-use and difficulty of returning to normal social life was more prominent.The Narcotics Control Law of the People's Republic of China has increased the way of detoxification in the community,which is conducive to the effective rehabilitation of narcotic drugs addicts and their return to society.Since the implementation of community detoxification in China,many problems have been exposed,and there are many areas to be improved.To this end,the National Narcotics Control Commission launched the 8.31 community detoxification and community rehabilitation project in 2015 and formulated a five-year plan.In this context,Jiangxi Narcotics Control Commission promoted the 8.31 project construction,innovated the community drug treatment mode,carried out the construction of 626 service center within the province,and the 626 service center community drug treatment mode,which was highly recognized by the National Narcotics Control Commission.On the basis of combing the research on community detoxification at home and abroad,using observation and comparison methods,combined with the practice of J County in Jiangxi Province,this paper analyzes the predicament of community detoxification in J County before the establishment of service center.The predicament of community detoxification in J County before the establishment of service center is as follows:there is no entity community detoxification institution and lack of assessment,reward and punishment,community rehabilitation for the people in the strong drug rehabilitation center and basic role of family Lack of cooperation among participating departments.Comparative analysis of the innovation of the establishment of the service center:to establish a substantial organization and strengthen the assessment of rewards and punishments,to strengthen the community rehabilitation of all the people in the rehabilitation center,to play the basic role of the family,and to closely connect the community detoxification departments.This paper points out some problems in the actual operation of 626 service center,and examines 626 service center from a theoretical point of view.For the problems exposed in the operation of 626 service center,which is still a serious situation in the community detoxification in China,the paper puts forward the path of innovating the community detoxification work:the government's strong support,further improving the community detoxification work station,strengthening the management of "separation of people and households" drug rehabilitation personnel,and introducing social forces to participate in the community detoxification.The research of community detoxification innovation can help to develop and improve the community detoxification in China,and help more and more drug addicts to effectively get rid of drug addiction and return to society.
