Field Upgrade:Land,Location And Governance In Ex Situ Resettlement

As a major measure to overcome poverty,Ex situ Resettlement(ER)aims to achieve the multiple goals of poverty alleviation,ecological improvement and social development through resettlement the rural people living with poor living environments.ER not only changed the way of land using and the location of residence,and restructured the human-land relationship,but also the governance relationship and governance structure have undergone tremendous changes and improvements.Therefore,it is an interesting study to put the land,location and governance in the ER within a framework to explore the nature of the ER.Based on field investigations,this article takes two relocation sites in Xunwu County and Dingnan County as cases,studies and analyzes the changes in land-use methods,human-land relationship brought by the resettlement location,and the logic after governance.The following research conclusions are:(1)The target of ER is to optimize the production and lifestyle of the Resettlement households and improve the ecological background,but it is actually a field change(upgrade)in essence;(2)Field change(upgrade)is the common change of the core elements of ER,including land,location and governance.The three are intertwined and interact with each other.(3)In the field change,due to the changes in the various factors of land,location and governance,and the background of the upgrade is different,and there are two phenomena:"field heterogeneous upgrade" and "field semi-heterogeneous upgrade".In the field heterogeneous upgrade,the field elements of the resettlement households change greatly,and the basic conditions for the industry development and employment support are better,but they face challenges in the social integration and social adaptation.In the field semi-heterogeneous upgrade,the field elements of the resettlement households have changed less,they have better adaptability,but the radiation of the industry range limited,faced with talent bottleneck.There are two possible innovations in this article:(1)The concept of "field order" was created,and the field order theoretical model including the core elements of ER,including land,location,and governance,it provides new ideas for poverty alleviation and governance research.(2)According to the actuality and practice of ER,the field upgrade(change)of ER is theoretically classified into two types:"field heterogeneous escalation"and"field semi-heterogeneous escalation",the classic theoretical model has further enriched the research on poverty alleviation and governance of ER.
