Research On The Participation Mechanism And Optimization Of The Organizations Of New County Sage In Rural Governance

China’s rural areas is currently in a severe period of social transformation,and rural governance faces huge challenges:the inefficiency and weakness of governance caused by the loss of endogenous authority and the weakening of exogenous authority in rural governance;the complexity of governance caused by the transformation of governance objects from collective villagers without the awareness of discourse power to decentralized family villagers with the awareness of discourse power;the governance structure changes caused by the emergence of new county sages with considerable resource,funds,knowledge and technology;the unfair allocation of resources leads to the tension between the subjects and objects of governance.The participation of the organizations of new county sages in the rural governance is an innovative practice,in order to meet the challenges of the rural governance environment in the new era.Studying its participation mechanism and optimization path is of great significance for exploring and realizing the effective governance of the rural grassroots.Based on this,under the guidance of Marxist social governance theory,from the perspective of the rational choice institutionalism,this paper tries to makes a more in-depth study on the participation of the organizations of new county sages in the rural governance by means of literature analysis,case analysis and other methods.The main contents are as follows:firstly,it investigates the background and internal logic of the participation of the organizations of new county sages in the rural governance.Secondly,it introduces the typical cases of the participation of the organizations of new county sages in the rural governance,namely,the Township Council of town W in Nantong,Jiangsu Province and the Township Congress of village Y in Wenzhou,Zhejiang Province.Thirdly,it focuses on the analysis of the mechanism of the participation of the organizations of new county sages in rural governance,including the structure,function and mechanism of the mechanism.The mechanism of the participation of the organizations of new county sages in rural governance mainly includes five aspects:the individualized service mechanism of new county sages,the democratic consultation and discussion mechanism,the construction mechanism of wealth project,the mediation mechanism of contradictions and disputes,and the service mechanism of public welfare charity.These participation mechanisms play a role in promoting the development of rural economy and society,improving the quality of rural governance,promoting the stability of rural society,and innovating the ability of independent supervision.The reason why it can play these roles is that it conforms to the national policy space,the traditional cultural gene of "gentry governance",the needs of the combination of autonomy,he integration attempt of rural "autonomy,rule of virtue and rule of law",and the requirements of the era of multi center governance.Fourthly,it reveals the dilemma of the participation of the organizations of new county sages in rural governance.From the perspective of the rational choice institutionalism,the participation of the organizations of new county sages in rural governance is faced with some dilemmas,such as the lack of innovation in organizational system supply,the conflict between traditional elite governance and modern democratic governance,the consideration of individual utilitarianism of new county sages and the difficulty of multiple cooperative actions in rural governance.Finally,from the perspective of the rational choice institutionalism,this paper provides an optimized path for the participation of the organizations of new county sages in the rural governance mechanism,including:improving the supply of multi-level institutional innovation,overcoming the democratic defects of elite governance with the participation of all villagers,strengthening the commitment of mutual trust and supervision and punishment to restrain the rural virtuous utilitarianism,expanding cooperation and communication to promote multiple interaction.
