Research On The Participation Of New Rural Sages In Rural Governance From The Perspective Of Good Governance

As far as rural governance is concerned,it refers to the process that people use public power to build village order and promote village development.New rural sages group is a new force to improve rural governance ability and governance level.In recent years,in the academic circles,the utility of new rural sages' participation in rural governance has been studied from the aspects of rural moral guidance,excellent cultural heritage and rural economic development,which not only enriches the theoretical connotation of rural governance,but also explores the practical path of rural governance.But there are still various problems and deficiencies in the study of new rural sages' participation in rural governance.Good governance is a goal orientation and a standard to measure the governance.The highest pursuit of promoting the harmonious and stable rural society and sustainable development is to realize the "good state" of rural governance.From the perspective of good governance,new rural sages' participation in rural governance embodies the connotation of sound participation system,active integration of participants,real and effective participation behavior,and strong supervision of participation links.Therefore,it is necessary to study new rural sages' participation in rural governance from the view of good governance.In the practice of rural governance,Pingyang in Zhejiang Province,Yangxian in Shaanxi Province and Wenxi in Shanxi Province actively guide new rural sages to return home and participate in rural governance,which has not only achieved certain results,but also provided rich practical experience for new rural sages to participate in rural governance.However,in the practice of new rural sages' participation in rural governance,there are still many problems,including the lack of new rural sages' system norms and cultivation system,the lack of new rural sages' participation behavior supervision,and the difficulty in ensuring the quality of life of new rural sages.In order to better reach the rural good governance under the participation of new rural sages,starting from the legal dimension,participation dimension,effective dimension and integrity dimension of good governance,some relevant countermeasures can be put forward for the problems shown in the above typical cases.Among them,in the dimension of rule of law,through improving the law and system of new rural sages' participation in rural governance,it provides the systemand policy basis for new rural sages' participation in rural governance.In the dimension of participation,through the establishment of the incentive mechanism for new rural sages to participate in rural governance,a variety of forms of correct public opinion guidance are formed to mobilize the willingness and enthusiasm of new rural sages to return home.In the effective dimension,through improving the group cultivation mechanism of new rural sages,the comprehensive quality and participation ability of new rural sages will be comprehensively improved,and the evaluation system of new rural sages will be constructed to realize the effective participation of new rural sages in rural governance.In the dimension of integrity,we should establish a supervision mechanism for new rural sages,prevent the behavior of new rural sages from anomie when they participate in the process of rural governance,give full play to the role of mass supervision,and supervise the participation of new rural sages in a timely and effective manner through various channels.
