Research On Grassroots "Three Governance Integration" From The Perspective Of Coordinated Governance

The grassroots social governance system is the foundation and an important part of the national governance system.The grassroots social governance system that combines self-government,rule of law and moral governance is the inevitable requirement for realizing the modernization of the national governance system and governance capacity and effective social governance.The practice of autonomy,the rule of law and the rule of virtue has achieved certain results,but it has also exposed some difficulties,pain points and blocking points.How to break through the 1.0 version of the simple combination of autonomy,the rule of law and the rule of virtue,and move toward a high-quality "three-way integration" is the meaning of the new era to promote the effective governance of grassroots society.Therefore,it is necessary to study the predicaments and countermeasures in the practice of self-government,rule of law and rule of virtue,to better play the synergy effect of the three,form a pattern of coordinated governance,and achieve the goal of good governance at the grassroots level.This paper takes the specific practice of promoting the autonomy,rule of law and rule of virtue in the three cities of Jiande City as the research object,analyzes the limitations of its existence,and uses the theory of collaborative governance and the experience of grassroots social governance at home and abroad to propose improvements.The path is to explore the improvement of existing grassroots social governance patterns and the improvement of grassroots social governance capabilities.The article first introduces the backdrop of the study,the goal and importance of the topic,the generalization of study at home and abroad,the methods of study,the difficulties and innovations.Then it expounds the connotation and relationship of autonomy,rule of law and rule of virtue,expounds the connotation of autonomy,rule of law and rule of virtue,and introduces the origin and development of the theory of good governance.The basic content andcore viewpoint of the theory of collaborative governance.Taking the Sandu Town of Jiande City as an example,the paper briefly introduces the basic situation of social governance in Sandu Town,introduces the current situation of the construction of three governance integration in Sandu Town,and analyzes the three cities by means of a combination of questionnaires and field interviews.The construction of three governance integration of the town pointed out the limitations.And use the theory of collaborative governance to analyze the mechanism of“ three-in-one integration ” at the grassroots level,and finally use the theory of collaborative governance to propose countermeasures to improve the construction of “ three-in-one integration ”.This paper takes the concrete practice of promoting the integration of autonomy,rule of law,and rule of virtue in a certain town as the research object,analyzes its limitations,and advances ways to improve it by using the theory of collaborative governance and the experience of innovation in grass-roots social governance at home and abroad.Therefore,it explores the improvement of the existing grass-roots social governance pattern and the improvement of the grass-roots social governance capacity.This paper first introduces the background of the study,the purpose and significance of the theme opt,the abstract of domestic and foreign study,the methods,difficulties and innovation points.Then it expounds the relevant concepts and theoretical foundations,analyzes the connotation of autonomy,the rule of law,and the rule of morality and their relations,and expounds the connotation of autonomy,the rule of law,and the "integration of three principles" of rule of law.At the same time,it introduces the origin and development of the theory of good governance,the basic content and core point of view of the theory of collaborative governance.Focusing on a certain town as an example,first briefly introduces the basic general situation of social governance in a certain town,introduces the current situation of the construction of three governance integration in a certain town,and analyzes the construction of three governance integration in a combination of questionnaires and field interviews.The limitations were noted.In the end,the author advances the countermeasures to improve the construction of the three governances integration by using the cooperative governance theory.The study believes that the current three governance integration of Sandu Town has the following problems.From the perspective of governance,the "conformity" of the three needs to be improved.From the perspective of the governance process,the operation of "standardization" needs to be improved,from the perspective of governance objectives.The value of "consistency" needs to be improved.It is believed that the main factors of the "three-in-one integration" mechanism at the grassroots level are: the unclear boundaries of powers and responsibilities between government departments,the slow and weak coordination of coordinated governance,and the ability of governance and governance of grassroots cadres to be improved.Finally,the article advances three measures and recommendations: to better the main body and normative elements of the "three-in-one integration" collaborative governance,the embedded carriers between the innovative governance subjects,and to clarify the power and responsibility boundaries between the governance entities.
