Organizational ethics and organizational responsibility culture are interdependent,and therefore these ethics and responsibilities respond to internal or external stimuli.This study has investigated the potential of employee ethical behavior by exploring the relationship between organization efficacy and perceived role of ethics in local government and the association between organization efficacy and perception of social responsibility.Organizational virtue behavior was founded to have a significant impact on the overall ethical domain of an organization,especially from the perspective of employees who are key stakeholders and key players in the organization's success.Also,this study contends that an organization's virtue behavior emphasized the social obligations related to its public services.As discussed earlier,the direct link between virtue behavior and ethics and social responsibility is complex and transcends direct causality.Therefore,organization efficacy was indicated to play a significant mediating role in promoting organizational ethical and social responsibility in relation to the virtue behavior of an organization.These findings are consistent with those of previous studies that investigated the role of efficacy in terms of organizational performance and success.Therefore,this study was supported by the identification of organization efficacy,ethical,and perception of social responsibility dimensions and suggested work requirements for further development of organizational virtue theory.It was also highlighted the important role of purposeful work in supporting ethical awareness and a sense of responsibility in a particular local government institution.For this purpose,a sample of 384 respondents was collected from employees and managers of education institutions from 34 districts of Khyber Pakhtunkhwa of Pakistan.in order to test the hypothesis in the model the study used the hierarchical multiple regression analysis by using the SPSS V 21.This study was contributed to identifying through a sample of the education institutes of Pakistan to validate the scale from a new perspective because this scale has been generally used in the United State context.The applicability of this scale to the sample shows that the basic theory was vigorous.As a concept,this study could rely on understanding the extent to which persons participate in the resolution of ethical issues.The study was identified employee perspective by replicating patterns in earlier studies and will determine the dimensions of the proposed scale to establish separate measurements for ethics and social responsibility.It was also helpful to form a modified scale application when determining the two dimensions of organizational local government perspectives,namely,ethics and social responsibility.In addition,this study has expressed the differences between compatibility and effectiveness of organizational virtue behavior from the employees'perspective.The compatibility of human resource practitioners with organizational ethics and local government objectives is as important as other best public services.Specifically,this study was demonstrated the professional values of human resource professionals through these experiences to discover the meaning of the work they do and to see broad goals and high levels of ethical considerations.When a significant positive correlation exists,meaningful work was suggested to motivate them to respond to an active approach and subsequent organization efficacy.Thus,further,development based on organizational virtue theory must be conducted by using different underlying mechanisms and boundary conditions in similar or different research settings.This study was helpful to broaden our understanding by investigating the impact of on local government ethics and responsibility.This test of virtues will be carried at the organizational level by investigating how organizational virtue can promote local government ethical behavior through the development of organization efficacy and increased perceived role of ethics in local government.In addition,this study was provided a platform for academics too.First,for any study of real-world behavior,the generalization of other participants and other organizational contexts is a limiting factor in the conclusions of this study.This study used a convenient sampling technique to collect data.Pakistan is a vast country that spans many ethnic and cultural sub-groups,including several different organizations.Therefore,carefully handling the generalization of results outside the current sample was crucial.Second,according to the literature review,this study only investigated the mediating effects of one variable(i.e.,organization efficacy).Future researchers may effectively expand the scope of this mediation mechanism.As this study emphasizes the efficacy associated with an organization,it ignores other mediation mechanisms.Finally,this study employed a cross-sectional design to collect data.Although statistical measures were taken in the data analysis section to reduce the likelihood of common method biases,common method biases may still be possible.Future researchers can use a longitudinal research approach to collect data.The current study investigates the effect of organizational virtue on the perceived role of ethics and perception of social responsibility and explores the association between organizational virtue and organizational efficacy in the education institutions of all the 34 districts of Khyber Pakhtunkhwa of Pakistan.This study also examines the mediating effects of organization efficacy on the association between organizational virtue and perceived role of ethics in local government and the association between organizational virtue and perception of social responsibility.This study provides an important insight that organizational virtue was an important factor in improving employee ethics and social responsibility.Therefore,this study supports the identification of organization efficacy,perceived role of ethics,and perception of social responsibility dimensions and suggests work requirements for further development of organizational virtue theory.
