This thesis studies the relationship between organizational culture andorganizational effectiveness; it takes X County’s bureau of education for example, inempirical studies. After reading lots of related literature on organizational culture andorganizational effectiveness, generalizes the theoretical concept of the organizationculture, organizational culture and organizational effectiveness and efficiency of theadministrative organizations. And based on the theory of competitive value structuretheory, Reference to Quinn and Cameron’s organizational culture and organizationaleffectiveness questionnaire, and design local government culture questionnaire fromfour aspects contains: the rational culture, the development of culture, consensusculture, the hierarchy culture combine with the characteristics of the administrativeorganization culture. From worker’s sense of belonging, workers’ ability to performthe job, unit operation system, leadership and management style, how most of thepeople around this unit evaluation the performance, and the influence factors ofadministrative organization effectiveness to design local government effectivenessquestionnaire. The two questionnaires use Likert5evaluation method. This thesisused paper questionnaire, a total of122effective questionnaires were taken back, andthen used SPSS software to analyze the reliability of the questionnaire, and the resultsshowed that has high internal consistency. By using LIRSEL8.5to Confirmatoryfactor analysis with the structure of organizational culture, using SPSS software tomake variance, correlation analysis of the results of the survey to understand thevarious organization culture influence factors of X County’s bureau of education andcompare different background staff’s Cognitive differences of organizational cultureand organizational effectiveness and the relationship between organizational cultureand organizational effectiveness.Results show that X County’s scores in every dimension of organizationalculture and organizational effectiveness are close to, the score of hierarchy culture isthe highest, followed by the rational culture and the culture of consensus, the scoreof development cultural is lowest. In scores of organizational effectiveness, the scoreof rational goal model is the highest, the second respectively relationship model,internal process model, the open system model. The bureau of education of XCounty’s organizational culture and organizational effectiveness is highly consistent. Employees of different background, have significant different cognitive onorganizational culture and organizational effectiveness, gender has no effect on theorganization culture and organizational effectiveness; the correlation between theorganizational culture and organizational effectiveness is very obvious, both hadsignificant positive correlation.
