Research On Tongliao Municipal Government's Policies To Promote The Development Of SMEs

Small and medium-sized enterprises are regarded as an important component of national economic development in many countries in the world,and play an increasingly important role in the economic development of the country.SMEs can not only promote scientific and technological innovation and increase more jobs,but also play an important role in improving the quality of life and restructuring the economic structure,and make an important contribution to national economic growth and social development.But in recent years,with the increasingly fierce market competition,the development of SMEs has been restricted by various internal and external environmental factors.Governments of various countries have formulated a variety of policies to promote the development of SMEs in their own countries.Therefore,in the process of the development and expansion of SMEs in China,governments at all levels have issued a large number of policies to promote the development of SMEs,which provides an important guarantee for the development of these enterprises.Tongliao City is an important commodity grain base,animal husbandry production base,and rich in mineral resources,but the level of industrialization is not high.SMEs are also restricted by their own,policy,capital,technology and other factors.The development of Tongliao City is difficult,affecting the overall economic development.In this paper,the public policy theory is used to define the SMEs.By comparing the development process and implementation policies of SMEs in the United States,Japan,Shanghai,Shenzhen and other cities in China,the literature analysis method and comparative analysis method are used to analyze and discuss the current situation and existing policies of SMEs in Tongliao City,so as to build the legal policy system of SMEs and improve the SMEs The paper puts forward countermeasures and suggestions to promote the healthy development of SMEs in Tongliao.
