Research On Taxi Service Government Management In Simao District Of Pu'er City

Taxi service,as an important part of China's passenger transport system,is a vibrant force that promotes economic and social development,improves urban traffic conditions,and fuels the modernization of road transport.Nationwide the development of the taxi industry has many commonalities,but in reality,different cities have their own operations and approaches to managing their taxis.Different cities in China have different understanding and positioning of the taxi industry,and that is why they have different management measures for taxi vehicles.Taxis,as an important part of urban public transportation,provide travel services for unspecified publics and hence they concern public interests.With the principle of serving our citizens,some necessary measures are supposed to be taken for better fostering this industry.Also,to promote the taxi industry,more measures should also be taken to improve China's taxi services,protect the legitimate rights and interests of relevant firms,individual businesses and their employed drivers,and especially these of our passengers.Back in the second half of 1995,taxis started to appear in Simao District,Pu'er City.Under the unified management of local government and its transportation department,this industry there has grown,starting from scratch,to a certain scale after more than 20 years'rapid development.And taxis there basically have satisfied the travel needs of local people and fueled the local economy and society.But problems also emerged in the past two decades:some consumers said that they had difficulty in taking a taxi,and that some taxis' operation was not standardized.Likewise,some companies and drivers said that their revenue or salary was not desirable,in part owing to illegal operations.Some taxi drivers even complained that they had to give a big proportion of their salaries to their companies.What's worse,taxis in Simao used to be on strike,making its public transportation inconvenient.Most of these problems have a long history,but their main causes are rooted in the local government—how would the government exercise taxi management function?This paper,based on the research on the development status of taxi service management at home and abroad,takes the taxi service management in Simao District of Pu'er City as the research object,and analyzes the development status and the evolution of taxi industry and government management in Simao,through taking into account this industry's status there.This paper also analyzes the basic situation and problems of government agencies' function setting,control measures,legal protection and daily supervision methods,and the causes of those problems.With knowing about taxi operation features in other regions(USA,Singapore,Beijing,Shanghai and Kunming,included),the writer offers his own solution.Given the fact that the government is a taxi passenger transport manager,it should strengthen its ability of comprehensive cordination,under the guidance of "people-oriented" and the establishment of "scientific transportation".The government should focus on reforming the taxi management institutions as well,actively and steadily designing functions of relevant agencies.Local governmts in China should also relax the restrictions on taxi business models,implement the flexible control of taxi numbers,strengthen the supervision of transfer of taxi management rights,and implement government's control measures(a dynamic adjustment of taxi price).With these efforts,the acceleration of local legislative guarantees will be realized.In addition,this paper also analyzes how the Simao government can form a long-term management mechanism for taxis there.The writer believes that Simao administration should take the lead in establishing an industry self-discipline organization and introduce a third-party evaluation agency,so as to strengthen its daily supervision of its taxi industry.And the writer provides some feasible measures as well,with which the local government can strengthen its propaganda and improve its information communication,establishing a modern information management platform.
