Research On The Development Of Community Aged Service In Huai'an City,Jiangsu Province

As early as 1999,China has entered an aging society.Nowadays,it has entered a period of rapid development.Today,as the population ages more and more serious,facing the basic reality of“not getting rich first,and“not preparing for the old”,There is an urgent need to actively prepare accordingly in order to better adapt to the arrival of an aging society.From the current point of view,there are many ways to support the elderly.In general,they can be divided into family pension,social pension,and institutional pension.China is also focusing on building a home based,community-based,institutional supplement,and medical care."Multi-level pension service system." Among them,the number of elderly people participating in home,based care is the highest,and most families are the first choice when facing pension problems.However,this often requires the elderly to have a certain ability to take care of themselves and rely on their children for more help and companionship.With the miniaturization of China's family size and the increasing number of "4-2-1"structured families,the role of home-based care for the elderly is also weakening;institutional pension is also a good choice,but in the face of huge demand,the governments public pension institutions appear to be seriously inadequate.The phenomenon of "a bed is hard to find" is everywhere.And high-quality private pension institutions mean higher costs,and most families can only be ndistracted.n At the same time,institutional pensions also mean that older people have to leave their familiar living environment and people,which is what most older people are not happy with.Faced with the weakening of the traditional home-based pension model and the lack of institutional pensions,the advantages of community pensions have been highlighted.Since the community pension can not only allow the elderly to live in the original area,but also enable the elderly to enjoy the corresponding services through social means,it is gaining recognition and favor from more and more families.In view of the above facts,this paper decided to focus on community pension,and read a large number of domestic and foreign literatures to have a more comprehensive and systematic understanding of the status quo,research focus,and future direction of the development of the elderly in the community at home and abroad.On this basis,using the theory of welfare pluralism,the theory of demand hierarchy and the theory of public goods,we will re-examine the staged achievements of Huai'an in the community pension service at the high point of the theory,and continue to confirm and clarify Huai'an City.In the further development of community care services,the problems and the deep-seated reasons behind the problems,to identify the crux of the problem.Actively learm from the successful experiences and specifie practices of the United States,the United Kingdom,Japan,and Lanzhou,Shenzhen and other places in the developPent of community care,combined with loeal development practices,and some practices being implemented,try to give more Supporting support and create a better extermal environment,exploring new work paths and building good service packages,the city has put forward some countermeasures and suggestions for promoting community pension services.
