The Research On The Supervision Of Government Purchase Of Public Service

The purchase of public services by the government can effectively reduce the pressure on the government finances,meanwhile,promote the overall improvement of the quality of public services,and meet people's growing demand of diversified services.During more than 20 years of exploration,the purchased services have been used in many fields by the government,and are becoming an important way to improve the quality of public service.In recent years,we can see that both the "Guidance on Government Procurement of Services from Social Forces" issued by the General Office of the State Council in 2013 and the contents of the National Conference on Government Procurement of Services held in 2014 have attached great importance to the reform of the government procurement of public services.However,actually,the current regulatory mechanism for the public service purchase by the government is far less than mature,and there are many unsolved problems in government supervision,public supervision,and third-party evaluation agencies.Now an urgent problem facing us is to ensure the quality and the effectiveness of public services and make them recognized by the public.This thesis takes government regulation in purchasing public service as the research object,defines the concepts during the purchasing,and analyzes the current situation of government purchasing by combining literature research with empirical Research,meanwhile,figures out the existing problems in the process of purchasing services as the supervisory subjects,the regulatory process,and evaluation of third party institutions during the process.Through the analysis of these problems as well as their causes,the paper also puts forward some countermeasures to improve the supervision of public service purchase.Strengthening the construction of the government and the public supervision system,it is necessary to strengthen the supervision and implementation of the government departments,and at the same time give full play to the role of public supervision.In the management of the process,through the improvement of relevant laws and regulations,make the scientific definition of supervision content,and establish a dual supervision mechanism in order to standardize the service purchase procedure.In the cultivation and development of third-party assessment agencies,we can put forward the development of independent third-party evaluation agencies,use the results of third-party assessment reasonably and make improve the professionalism and credibility of the evaluation agency.
