Research On Multi-center Governance Of Public Fire Safety

In recent years,with the rapid development of China's economy and society,a growing number of new problems and situations appear in fire protection work,fire risk and difficulty in its prevention and control are increasing.The fire safety situation is still severe,which puts forward higher requirements for public fire safety management.Based on the existing theoretical research and practical exploration combined with the case of fire control work in Qiannan Area of Guizhou,this paper systematically studies the existing problems of public fire safety management,and finds that the problems mainly focus on the following aspects:hidden dangers of various fire prevention and control are still prominent.The basic construction of fire protection is relatively weak,the management of public fire safety is onerous and the public's self-defense and self-rescue ability is inadequate.Through the analysis of the causes of the problems,it is concluded that the defects in the single subject mode of public fire safety management,the supervision departments of the industry have not formed a multi-center supervision synergy,lack of cooperation and fire safety education and training in the 'multi-center governance structure are the main reasons.As such,this paper attempts to integrate the concept of "public sector,private sector,social public" multi-subject co-governance in the multi-center governance theory into the public fire safety governance,and bring forth some suggestions on public fire safety management from the perspective of clarifying multi-center governance subject,constructing multi-center governance model,and innovating multi-subject governance measure,so as to give full play to the positive role of various forces in public fire safety management.In China,the theoretical and practical exploration of public fire safety management from a multi-center perspective is still in its infancy,and the theoretical depth and practical gains are relatively scarce.According to the research theme,this paper scientifically applies the theory of multi-center governance,comprehensively adopts the methods of literature analysis,case analysis and normative analysis,and makes a beneficial exploration on innovating the idea of public fire safety governance,which will also provide useful theoretical thinking and practical reference for innovating social governance.
