A Study On The Incentive Mechanism Of The Construction Of Conservation-minded Institution In Jiangxi Province

This paper focuses on the construction of conservation-minded institution and the study of their incentive mechanism.At present,the construction of conservation-minded institution is an important starting point for the party and the government to promote the formation of green development and green lifestyle.It is the concrete embodiment of Xi Jinping's ecological civilization in the construction of organs.On the basis of previous studies,this paper constructs a "political economic dual incentive" model for the construction of conservation-minded institution based on relevant incentive theories.This model proposes that,in view of the promotion and other political incentives adopted by the leaders of the party and government organs,and the economic incentives for the public servants of the general organs,the "top-down" promotion and the "bottomup" participation characteristics of the construction of conservation-minded institution are combined under the double incentives of politics and economy,so as to achieve the consistency and sharing of the top-down between the officials in charge of the organs and the public servants It is the same with the effect of participating in the construction of saving organs.This paper tests and verifies the model of "political economic dual incentive" with the case of incentive mechanism in the construction of conservation-minded institution in Jiangxi Province,at the end of the paper,some concrete suggestions are put forward,such as strengthening the third-party audit,making good use of the incentive mechanism to promote the conservationminded institution,integrating the incentive mechanism into the governance system and modernizing the governance ability,etc.at the same time,it is proposed that the "political economic dual incentive" model should be further demonstrated.
