Study On Rural Public Transportation Service Supply In Shanxi Province

Rural public transport is an important carrier connecting rural people,objects and information exchanges.It is closely connected with rural residents' lives and supports rural economic development.Improving the supply and construction of rural public transport service is very important to boost the prosperity and development of agricultural economy,improve the living standards of farmers,and promote the equalization of urban and rural public service.Now rural public transport service has become an important issue in the construction of new socialist countryside.Throughout the development of shanxi's economy,it has experienced vivid changes from precipitous decline,to getting out of difficulties,and then to the strong transformation of development.Since the 19 th national congress of the communist party of China(CPC),shanxi has firmly embarked on the road of resource-based economic transformation and development.Shanxi's economy from "exhausted" to "prosperous" is inseparable from the perfect public transport in Shanxi Province,especially in rural areas.At the same time,compared with the transportation network in the east and north China,the rural public transportation lines in Shanxi Province are few and the network density is low,which is in urgent need of development.In short,as the old revolutionary base area and a big tourist province,the mountainous area of Shanxi Province accounts for more than 80% of the total area of the province.Based on the existing domestic and foreign scholars about rural public transport services supply,on the basis of related research,public goods theory,governance theory,new public service theory,the study of rural public transport supply,in Shanxi Province as an example to carry on the analysis,combined with the current basic complete rural highway network in Shanxi Province,the present situation of the construction supervision system to push,analysis of the current rural public transportation supply still exist in Shanxi Province to supply main body of a single,imperfect operational management,outstanding safety issues.Based on the current situation of Shanxi Province's transportation development,this paper discusses the reasons that hinder the development of rural public transportation service supply in Shanxi Province,such as supply environment restriction,insufficient policy support for rural public transportation service supply,irregular market operation and so on.Meanwhile,combined with the innovativeachievements of rural public transportation operation in the United States,the rural travel platform in guizhou province,and the new mode of "two stations and two personnel" in zhejiang province,this paper summarizes these experiences.Based on the new public service theory,governance theory and public product theory,the author puts forward Suggestions on rural public transport supply from multiple perspectives from the perspectives of government leadership,market participation and demand-oriented.Second,according to the supply environment innovation operation mode,including the establishment of demand response supply mechanism,diversified supply mode,operation mode marketization;Third,we will strengthen the safety supervision of public transport,including improving the supervision mechanism,mobilizing the public to prevent and treat the public,and strengthening government law enforcement.
