Projectization Of Governmental Supply Of Public Service In Rural Areas

Public service in rural areas refers to wide,non-profitable public products and public services provided by the government for the public in rural areas to meet the requirements of agriculture,peasants and economic development in the rural society.Offering public service for peasants is one of the most basic government functions and the logical starting point of government's existence.After the tax sharing reform in 1994 and the reform of taxation expenses in 2002,the finance resource of basic-level governments too poor to provide public service in rural areas.In the background of new rural construction,China initiates the development strategy of "industry supporting agriculture and cities supporting the countryside",bringing public service in rural areas into institutional supply and arousing the enthusiasm of local governments from the top to bottom by project responsibility system,which is gradually becoming a new national governance system.At the present stage,projectized supply of public service in rural areas has become one of the important contents for local governments to construct the new countryside and one of the important variables of local governance.Along with the development of projectized supply of public service in rural areas,rural infrastructure construction and landscape have been greatly improved.This paper takes S county in northern Jiangsu,studying the effect and limitation of governmental supply of public service projects in rural areas.The causes for the problem are analyzed from macro,meso,and micro perspectives,based on which optimized paths are generated.according to the study,the government of S county supplies public service projects in rural areas,improving the county landscape,upgrading rural infrastructure construction,flourishing the culture and education cause,developing the medical and health service and perfecting the social security cause.In the meantime,there are some protruding problems.For example,non-balanced supplie of the project causes the Matthew effect,"the rich becomes richer and the poor become poorer";rural organizations are aphasia in projectized supply,causing the noncompliance of the supply and the demand;the self-interest of primary-level organizations leads to elite capture;project overlap and nest as well as the mere formality of project monitor and management reduce the efficiency of the projectized supply.By interviewing villagers in the sample villages and analyzing the operating process of project responsibility system,the paper believes that the limitation of projectized projects are caused by the system design on the macro-level,governmental pressurized evaluation system on the meso-level and social changes in rural areas after the taxation reform on the micro-level.On the basis of the above analysis,this paper puts forward corresponding optimized paths,expecting to improve the efficiency of projectized supply of the public service in rural areas.
