The Research On The Collaboration Between Government And Non-Government In Urban Public Security Governance In China

Urban public safety management is a trend that has emerged from the study of urban governance since the 1980s and has been the focus of scholars.As an important component of urban governance,urban public safety management has also been the focus of scholars.Different from the traditional urban public safety management,it is increasingly required in the contemporary urban public security governance,the diversification of governance subjects,the equalization of governance status,the fairness of governance resource allocation,and the synergy between government and social organizations.In the real urban public security governance,the government's resources are limited,diversified needs,diversified subjects,and multi-center governance trends.Although it does not require complete agreement among the subjects,it is a contractual spirit of synergy and co-governance.The article is based on the collaborative research of government and social organization functions in urban public security governance in order to make the research of public security governance in contemporary cities more perfect.This paper focuses on the following points:First,clarify the research objects and related theories.While studying the concept of collaborative governance,the concept of public safety is defined according to the specific conditions of China,and the relevant theories such as multiple governance theory and collaborative governance theory are used throughout the paper.Then,it analyzes the main measures and achievements of the government and social organizations in the current urban public safety governance in China,further analyzes the reasons for the obstacles,finds the root causes according to the obstacles,and clarifies the reasons.Secondly,it analyzes the cooperation between government and social organizations in public security governance in foreign cities.Taking the countries represented by the United States,Japan,and Singapore as examples,this paper analyzes the specific measures of the government and social organizations in dealing with urban public security incidents,and summarizes the corresponding experience and inspiration,combined with the actual national conditions for China's urban public.In the process of security governance,the government and social organizations work together to provide experience for reference.Finally,regarding the choice of urban public security governance path in China,from the establishment and improvement of the relevant laws and regulations on the coordinated governance of government and social organizations,the optimization of the functional system of collaborative governance,and the development of the trust integration mechanism between government and social organizations,A detailed strategy for collaboration between government and social organizations in security governance.
