The government is duty-bound to protect the employment right of the disabled and promote their employment.The party and government have always attached great importance to the employment of the disabled.Since the 19th National Congress of the Communist Party of China(CPC),a series of policies and measures have been introduced to ensure and promote the employment of the disabled,which provides guidance for the government to support the employment of the disabled in the new era.In the report of the Fourth Plenary Session of the 19th Central Committee,it was proposed that people should be the center,which means people's well-being,the system of supporting the weak should be improved,and the battle against poverty should be won resolutely.It is necessary for the government to support the employment of the disabled because the disabled belong to the vulnerable groups.By combining service-oriented government theory,information asymmetry theory,government responsibility theory and other public management theories,this paper analyze how D city government supports the employment of disabled people,which is conducive to the enrichment and expansion of relevant theories.This paper takes D Municipal Government's support for the employment of the disabled as the research object,takes improving D Municipal Government's support for the employment of the disabled as the research content,adopts the methods of literature analysis,field research,comparative analysis,interview and questionnaire survey,combined with the questionnaire and interview to analyze the factors that affect D Municipal Government's support for the employment of the disabled,and further studies the existing problems in the process of D Municipal Government's support for the employment of the disabled,the main problems are that the government's employment policy for the disabled is not perfect,the government's employment support for the disabled is not strong enough,the lack of training and education for the disabled,the government provides a single employment channel for the disabled,and the lack of social environment to guarantee the employment of the disabled.Based on the effective experience of similar areas at home and abroad,this paper puts forward the countermeasures to improve the government support of disabled employment in D city.This paper consists of six chapters,which mainly introduces the research background and significance,the definition of relevant concepts and theoretical basis,and further studies the current situation of D Municipal Government's supporting the employment of disabled people,which includes the measures taken and the results achieved,as well as the existing problems and root cause analysis.On this basis,by learning from the experience of other similar areas at home and abroad,the author find that the government's measures in formulating and refining relevant policy system,increasing government investment,promoting the awareness of employment equality for the disabled,and supporting the disabled to start their own businesses play certain roles in promoting the employment of the disabled.Finally,according to the investigation and study of domestic and foreign experience and practices,the author put forwards measures to further improve the government's support for the employment of disabled people in D City—continuous optimization of the government's employment environment for disabled people,improvement of the implementation system of employment policies for disabled people,protection of the diversification of employment channels for disabled people,and increasing the resource planning of education and training for disabled people.
