With the advancement of the central government's deepening reforms since the 19 th National Congress,the State Council has promoted the reform and deployment of "distribution services",and the supervision and services for the implementation of the qualification management policy have been further strengthened.The establishment of an efficient and feasible construction qualification management policy is the government.The important content of the transformation of functions,deepening the administrative examination and approval system and the innovation of the talent development system is an important measure to promote "double innovation".Open,scientific and standardized management policies are conducive to the regulation of order in the field of engineering construction,the improvement of the quality of engineering projects,the response to excessive vocational qualifications,excessive problems,and lowering the threshold for employment and entrepreneurship.Further cleaning up illegal examinations,training and other activities,reducing the burden on construction workers,making the construction of qualification management scientific and standardized,and constantly stimulating the vitality of market participants,has important significance.This paper uses the Smith policy implementation process model theory,analyzes the implementation status,effectiveness and experience of the relevant policies for the construction of qualification management for the interviews and questionnaires obtained by the Sichuan Construction Registration Center staff and policy target groups.This paper analyzes the problems and causes of the implementation of Sichuan Province's construction qualification management policy,and proposes the policy optimization strategy.Through analysis,it is found that the problems in the implementation of the qualification management policy implementation of Sichuan Province are as follows: the applicants for the qualifications for the construction of the examination will not be able to do the examination,and will not take the examination;the behavior of the applicants for the construction of the qualification certificate is universal;the bad intermediary "buy" The behavior of the certificate,the certificate,and the sale of the certificate;the construction project qualifications such as "people and certificates are not matched" have become increasingly prominent,seriously disrupting the normal order of the construction site and affecting the quality and safety of the project.According to the problems,the major reason for the implementation of the implementation qualification management policy in Sichuan Province are: lack of completeness of relevant policy implementation,unclear policy implementation;unreasonable resource allocation of implementing agencies;low recognition of target groups and awareness of law-abiding integrity;industry policy implementation environment is poor in these four aspects.The following adjustment ideas were put forward: improve the policy content,improve the execution effectiveness of the executive body,enhance the support of the target group,and optimize the policy implementation environment.It is hoped that the research in this paper can provide an effective reference for the realization of the policy goal of "high-quality development of the construction industry in the province" in Sichuan Province.
