In recent years,online car hailing,a new economic business form,has flourished all over China.As a new form of car service mode,this mode has overturned the previous traditional car and travel mode,and has had a significant impact on the traditional taxi market.While activating idle traffic resources and bringing a lot of convenience to our lives,online car Hailing has also brought many difficulties and problems to government supervision.It is urgent to sort out the current online car Hailing management policies,face up to the deficiencies and solve the management problems in combination with the actual situation of the region.Based on the policy implementation model of Shenyang City,this paper selects the representative policy implementation process of Shenyang City.This study first combs the corresponding regulations and development stages of online car Hailing management in China,and sorts out the implementation measures of online car Hailing management policies in Shenyang.Then,combined with the questionnaire survey of online car Hailing drivers randomly selected from various platforms in Shenyang and the interview with online car Hailing drivers and the masses,the author systematically explains the implementation effect of online car Hailing management policies in Shenyang,At the same time,in the investigation,it is found that there are some problems in the implementation of online car Hailing management policy in Shenyang,such as market monopoly,personal security risks,information security risks and platform management defects.The author further analyzes the causes of the problems found,and deeply explains them at the four levels of the policy itself,the executing agency,the target group and the execution environment.Finally,the author puts forward four targeted countermeasures to improve the scientificity of the online car Hailing management policy,improve the level of the policy executing agency,clarify the industry positioning and enhance the recognition of online car Hailing drivers,and create a good policy execution environment.The innovation of this paper is reflected in the selection of research objects,the application of theoretical basis and the innovation of research angle.Combined with the implementation of online car Hailing management policy in Shenyang and based on Smith’s policy implementation process model,this paper makes an all-round research.At the same time,it pays more attention to the personal feelings of online car Hailing drivers and the masses on the implementation status of online car Hailing management policy in Shenyang.Through the questionnaire survey of online car Hailing drivers,Detailed interviews with online car Hailing drivers and the masses to understand the real thoughts and suggestions of online car Hailing drivers and the masses.Due to the lack of time for scholars to optimize the policy and management of this network,it is inevitable that more scholars can focus on optimizing the policy and management of this network for the benefit of the masses in the future.
