Study On Government Responsibility For Social Security Of Landless Peasants

Since reform and open policy,our country has carried out the policy of opening to the outside world.The economy develops very fast and the number of cities is increasing.Meanwhile,the scale of city becomes larger and larger.The public infrastructure construction:highway,railway,airport and so on are built up.During this period,so much land is occupied and so many landless peasants appear.After losing land,these peasants become a special group differing from traditional peasants and urban residents.To them,losing land means losing security.So they will face many problems and they need the help of government.But our government do not do well in this aspect.The government has the problem of lacking responsibility.In this paper,there are two basic theory:the public goods theory and government role theory.The public goods theory tells us social security is a kind of public goods,so government has responsibility to build up social equity for the landless peasants.The government role theory explains one of government's functions is to solve the problem of landless peasants.There are four chapters in this paper:In the first chapter,it is mainly about concept and theoretical basis.There are two concepts and two theories:landless peasant,governmental responsibility,the public goods theory,the government role theory.It also defines government responsibility in social security of landless peasants:political responsibility,financial responsibility,legal responsibility,regulatory responsibility.The third chapter is mainly about the example of land acquisition for the building of Rizhao airport.According to the example,it points out the absence of government responsibility.There are three parts in this chapter.The first part tells the scope of land acquisition,some basic information of landless peasants in this area.Then it tells compensatory approaches that Rizhao took.It also points out defects of these approaches.The third part is about government's absence of responsibilities.The third chapter has four parts and it explains the reason why government's responsibility is absent.There are four reasons:the imperfect of government responsibility,the absence of government responsibility,the influence of urban-rural dualism,the imperfect supervision mechanism.The forth chapter gives suggestions to perfect government responsibility.There are four:to set up good institution environment,to offer solid financial security,to build and perfect legal system,strengthen supervision.With the development of urbanization,the problem of landless peasants becomes more and more serious.It is important to build up social security for landless peasants.It will be good for landless peasants and they will get better opportunity to develop.If these problems can not be solved well,the landless peasants will have the emotion of contradiction.They will not work with government.This will not good for land acquisition.In the end,it will hinder the urbanization,slow down the speed of economy and affect social stability.So government should be responsible for the social security of landless peasants and help them to solve the problems of provision for aged,medical treatment,employment and so on.
