Problems And Suggestions Of Township Governments In The Process Of Public Service Supply

The supply capacity of government public service is closely related to the credibility of the government.The supply capacity of township government.It is of great significance to pay allocation of public service resources and implementing the strategy of Rural Revitalization.This study describes and analyzes the current situation of the public service supply of Y town district office by means of field visits and questionnaires,and supply of the township government in China from point to surface.The questionnaire includes eight aspects: public transportation,public safety,basic education,social security and employment,medical and health care,township environment,sports culture,public service,etc.300 people in Y town district office were randomly distributed and 282 valid questionnaires were recovered.The statistical analysis and interview results of the questionnaire show that there are still some problems in the process of public service supply in Y town.The existing problems in the process of public service supply can be summarized as the lack of public service awareness,the idea of people-oriented has not been firmly established,the public service shown to the township residents is not very satisfied;the total amount of basic public service is insufficient and the gap with the urban community is large;the efficiency and quality of public service supply are low.Based on the results of the questionnaire survey and the comprehensive analysis of the existing literature and data,it shows that Y town district office has common problems in the process of providing public services with most of thetownship weak service awareness of the township public servants,insufficient total amount of basic public services,unbalanced distribution of urban and rural areas,supply mode and owner of township public services Single body,single efficiency and single quality.The main reasons are that the construction of township cadres is backward,the dual structure of urban and rural areas continues,the lack of feasible funds for the development of public services,the unclear transformation of township government functions,and the lack of interaction between township government and residents.On the basis of the analysis of the results of the survey,drawing on the relevant experience of public service at home and abroad,guided by the theory of public management and the national policy system,and aiming at the problems existing in the process of public service of township government,this paper puts forward countermeasures and suggestions to improve the efficiency of public service: through education and training,improving the mechanism of talent introduction and retention,clarifying the rights and responsibilities of township cadres,improving the performance of township cadres Service awareness and service ability;innovation of private capital investment mechanism and property tax to expand the source of public service funds;establishment of rural public service system led by the government and participated by social forces and market mechanism to improve the efficiency of public service;clarification of public service boundary,improvement of third-party public service evaluation mechanism,and improvement of performance management of public service of township government The scientific assessment of the combination ofmanagement by objectives and management by objectives.
