There are numerous civil servants in China with lowest lever in Chinese government system.They are facing the people directly,expressing and executing public administrative management function.However,the grass-roots civil servants with important responsibilities also under pressure,due to heavy workload,limited promotion opportunities and relatively low income.The work of grass-roots civil servants are at the front line to face the masses to implement policies and provide public services.Their efficiency is the base of an efficient government,and they also represent the image of the government.Therefore,it is of great practical significance to study the stress management of grass-roots civil servantsBy consulting domestic and foreign scholars' researches on work pressure,the author learned and summarized the methodology.Based on the actual situation of T City(a county level city),the author formulated research methods and questionnaires.The data collected describes perception of pressure degree of grass-roots civil servants are studied to explores the causes of pressure.The research found that the five factors including job nature,career development,organizational atmosphere,public opinion and interpersonal communication have important influence on the work pressure of grass-roots civil servants in T cityBased on the results of the empirical study,the paper proposes the corresponding measures from the social,organizational and individual perspectives to relieve the pressure,so as to help the grass-roots civil servants to reduce the negative impacts of work pressure.Firstly,in social level,the society should pay attention to the pressure of grass-roots civil servants to guide a positive public opinion environment,and enhance the public understanding and trust.The government shall advocate positive culture that foster the professional spirit of civil servants.Secondly,in organizational level the government should relieve the pressure of grass-roots civil servants,clarify their position and personnel responsibilities,and improve the compensation system,enhance the salary and welfare reasonably.Meanwhile improve performance evaluation and the promotion mechanism in necessary.The government shall reform supervision and administration system,and exercise the power with public supervision is needed.At the same time build the culture of the organization and enhance the harmonious atmosphere.The government shall organize trainings to optimize the grass-roots civil servants'ability.Thirdly,on the personal level,grass-roots civil servants should make self-adjustment to releases stress.They should enhance study and improve professional ability,correctly understand the pressure with positive communication.Meanwhile they need to cultivate personal hobbies and keep a positive attitude.
