Study On The Effectiveness Of Supervision By The People's Congress At The County Level

In the past 40 years of reform and opening up,under the leadership of the party,the process of systematization,standardization and proceduralization has been accelerated,and the ability and effect of supervision have been greatly improved.However,the problem of weak and loose supervision has also become an important part of restricting the role of County People's Congress in supervision.This paper starts from the three supervision roles of the county people's Congress:implementing the party's decision-making and deployment,exercising power on behalf of the people,and maintaining the implementation of the Constitution and laws.Taking w County as an example,this paper focuses on the summary and analysis of the supervision work of the county people's Congress in 2011-2019,such as the determination of issues,the selection of methods,the composition of personnel,the supervision process,the application and tracking of results,etc This paper makes a longitudinal comparative study of the supervision efforts of the people's Congress of W County in the past nine years,and summarizes three significant characteristics of the overall increasing trend of the supervision effectiveness of the people's Congress of W County,outstanding supervision effectiveness in key areas,and obvious promotion of innovation to the supervision effectiveness.By using the method of text structure research,this paper makes a statistical and comparative analysis of the length structure of the investigation report on the implementation of the national economic plan and the financial budget in the nine years of the National People's C ongress of W County,as well as the repetition rate of the questions and suggestions.It finds that the topics are not scientific enough,the investigation is not effective enough,the investigation report is not in-depth enough,the meeting deliberation quality is not ideal enough,and the tracking of key issues is not long enough The key to restrict the effectiveness of the supervision of the Standing Committee of the people's Congress of W County lies in the outstanding problems of efficiency,and further in-depth analysis of the supervision power,internal and external pressure and the lack of supervision mechanism.Finally,the paper puts forward countermeasures to enhance the effectiveness of the supervision from four aspects:strengthening the inner-party supervision,internal management,encouraging program innovation,and social constraints.
