A Research On The Reform Of Disciplinary Inspection And Supervision System In Villages And Towns From The Perspective Of Collaborative Governance

As the outpost of anti-corruption,disciplinary inspection and supervision in villages and towns is the main force in construction of a clean and honest administration in rural grass roots,as well as an important component of the first-line anti-corruption in our country.Whether its work can play an effective role affects the masses’support and satisfaction to the state power.Based on the background of deepening the reform of state supervision system and taking the present situation of disciplinary inspection and supervision system in villages and towns as the basis,in this paper,it combs domestic and foreign data on the reform of the disciplinary inspection and supervision and anti-corruption system in villages and towns,focuses on the analysis of individual case,and summarizes the problems and reasons existing in the current system of disciplinary inspection and supervision in villages and towns.In this paper,some reasonable suggestions on how to further deepen the reform of disciplinary inspection and supervision system in villages and towns are put forward,establishing the reform and analysis framework,focusing on how to construct the effective cooperative path of power supervision system,and combining with the experience and practice of Fangshan District in Beijing and Gaochun District in Nanjing,from the perspective of cooperative governance theory.It is emphasized that discipline inspection and supervision in villages and towns should strengthen the coordination of the various supervisory forces within and outside the Party and public opinions,enhance the supervision subjects’ role consciousness and integrate the resources from all parties while strengthening their ability to carry out their duties based on the main responsibility and main business.The organic whole is formed by the practice of supervision to achieve the effect of coordinated supervision,promote the comprehensive and strict administration of the Party and extend it to the grassroots.In the study on the reform of disciplinary inspection and supervision system in villages and towns,it involves the exploration of the reform of supervision system at the same level,and the research findings have some enlightenments to the reform of dual leadership system of disciplinary inspection and supervision.
