Research On The Power Supervision Of The Villagers Committee Director

The director of the village committee,commonly known as the "village head",is the leader of the village committee in the grassroots mass self-government organizations in my country.He is a rural cadre elected by the villagers of his village in accordance with the Organic Law of the Villagers' Committee of the People's Republic of China.It can be said that the director of the village committee carries the expectations of all the villagers.At the same time,he is also the bridge between the township government and the village,and the spokesperson of the party and the government in the village.The village director has a special status,it does not belong to the civil service system,but in some special circumstances,he has the status of "national staff'.Although the "official position" is small,its power is very large,and it controls the large and small things in the village.In recent years,problems such as corruption,bribery and elections involving the village director have occurred frequently,which has caused a series of problems and seriously,damaged the political ecology of the countryside.The villager self-government system is a new grassroots social and political system in which the majority of peasants in my country are the masters and manage their own affairs.In the course of more than 30 years of practice,the villager self-government system has expanded grassroots democracy,developed the rural agricultural economy,and maintained rural grassroots social stability.It has important practical and theoretical significance for building socialist democratic politics with Chinese characteristics.However,while villagers' self-government continued to be implemented in depth,the issue of village directors' power supervision also produced profound changes.At this stage,due to the lack of timely and effective supervision of all aspects of the power of the village directors,some village directors abuse their power,arbitrarily,and frequently violate the law and discipline.Therefore,how to timely and effectively supervise the power of the village director has become a more important issue in the research of power supervision.This thesis uses literature research method and case analysis method to study the power supervision of village directors in my country.First,it outlines the dual identity of the villager committee and the village director from the perspective of the constitution,the nature of the village director's power,and analyzes the advantages of the "one shoulder pick" model.Secondly,taking the typical case of abuse of power and violation of laws and disciplines of Meng Lingfen,the director of the most cattle village in Hebei Province and the village of Quanqiu village in Dingzhou as an example,introduce and analyze the current situation of the power supervision of the village director at the current stage The problems with power supervision include the disadvantages under the "one shoulder pick" model,the irregular village director election system,the flaws in the supervision law,and the inadequacy of audit work.Next,analyze the consequences of the problem,including the widespread problem of bribery and election,serious corruption,and the collusion of clan forces with the township government.Then,explain the necessity of the village director's power supervision from three angles,that is,to control corruption,eliminate bribery and election,and maintain the constitution.Finally,in view of the problems existing in the supervision of the power of village directors at the current stage,suggestions are proposed to improve the supervision of the power of village directors.1.Narrow the scope of elections,do a good job of the "one-shoulder" prevention and control work,strengthen the audit of village committees,and activate village meeting functions.Strengthening the power supervision of the villag,e directors,in a practical sense,can effectively protect the vital interests of the villagers.The core meaning of villager autonomy is that villagers exercise their own decision-making power,which is a very democratic method,rather than a village director.People decide.Strengthening the power supervision of village directors can better promote the development of villagers'self-government,prevent the village director from being a one-person dictatorship,prevent small powers from becoming large corruptions,and purify the rural political ecology.
