On The Perfection Of Village Affairs Supervision Committee In China

It is the main village affairs supervision organization at the grass-roots level in rural areas of supervision committee,and it is an organizational subject established under the guidance of people’s sovereignty and democratic supervision.As an important link of "people’s democracy in the whole process" and a beneficial exploration of villagers’ supervision,the establishment of supervision committee has changed the structure of rural grass-roots organizations,enhanced the effectiveness of village affairs supervision,and ensured the orderly development of villagers’ autonomy.Under the background of rural revitalization,the role of supervision committee and its supervisory power needs to be activated urgently.However,in reality,it is faced with various difficulties,and its actual performance is not good.The reasons come from many aspects.The purpose of this paper is to make a comprehensive understanding of supervision committee and its supervisory power,investigate the dilemma,and explore the reasons,and on this basis,discuss and formulate the perfect measures.This paper is mainly composed of three parts.The first part introduces the internal and external power sources of supervision committee in China,discusses the legal value of supervision committee from the perspectives of political democracy,power restriction and rights protection,and proves its authority legitimacy and social public power nature;The second part examines the problems existing in supervision committee from a realistic point of view,such as the isolation of the main body of the organization,the weak professional supervision and the weak restriction of the supervision power,and points out that the main reasons are the imperfect system norms,the uncoordinated role of the township government and the imperfect guarantee mechanism.The third part defines the legal status of villagers’ self-governing organizations in supervision committee,establishes the "power list" and clarifies the supervision procedures.Adhere to the leadership of the party,realize the interaction and coordination between supervision committee and other rural power supervision subjects,and improve the authority and independence of the subjects;Establish three mechanisms: salary guarantee,business guidance and training,and supervision responsibility,and put forward suggestions for improvement measures.The purpose of this paper is to find the gap between the system design and the actual operation in supervision committee,China,through the analysis of legal norms and the investigation of the actual performance,and to analyze the causes of the problems,so as to put forward some suggestions on perfecting the system norms,organizing coordination,and ensuring the mechanism,so as to promote the healthy operation of supervision committee’s norms and provide legal and institutional guarantee for the realization of villagers’ autonomy.
