The "running once at most" reform is not only the response and implementation of the “distribution management” reform led by the central and Zhejiang provincial governments,but also the promotion and deepening of the “four lists and one network” reform in Zhejiang Province since 2014.Of course,the "running once at most" reform is not just a simple continuation of the previous government reform in Zhejiang Province,but an attempt to create a holistic government reform model through innovative ideas and technology,and to create a new institutional mechanism for Zhejiang's economic and social development.The advantage is that the social security system in Hangzhou is based on the comprehensive use of the Internet platform in the context of the release service,and the use of big data as a means is essentially the specific practice of “Internet + Big Data + Government Governance”.This paper focuses on the research on the risk prevention mechanism of the social security system in Hangzhou under the "running once at most" reform.While the reform has achieved results,it further highlights how to prevent new risks.It is conducive to strengthening the system thinking under the "running once at most" reform,using the method of overall planning,not only focusing on key and difficult issues,but also focusing on the coordination of reforms in various fields,so as to achieve joint efforts and coordinated development.It can not only sort out the existence of the traditional risks of the social security system,but also promote the major innovations in the modernization of the government governance system and governance capacity in the information age,and effectively prevent the emergence of new social security risks.This paper analyzes the progress and current situation of the "running once at most" reform in Hangzhou social security system,and analyzes the traditional risks and barriers before the reform.Comparing the situation of the operation before and after the reform,after the upgrade of the internal control system and the re-engineering of the external supervision system,the research has drawn the results of the Hangzhou social security system after the "running once at most" reform.Based on the theoretical basis of collaborative governance,it is found that the current social security system work in Xinjiang has a new risk to be solved.First,the dilemma of vertical synergy between government levels,imperfect top-level design laws and regulations,after the business sinks,there are problems of collaborative governance between social security agencies and street labor security stations and communities.Second,the horizontal coordination of internal functional departments is low,the regulatory coordination mechanism is lacking,and there are financial department security and data information security risks.Third,there is a bias in the effect of social synergy.The social value orientation is not clear enough,there is a chance of luck,and the cost of illegal costs is low.The fourth is the increased risk of collaborative integration,the increasing number of participants,the continuous increase in workload,and the risk of regulatory approval.On the basis of learning from the successful cases and failure experiences of foreign risk prevention and control models,this paper intends to strengthen the vertical construction of coordinated governance and increase social security in light of the risks of the "running once at most" reform of the social security system in Hangzhou.The value identification of collaborative risk management of systemic risk prevention and control,the establishment of a multi-governance mechanism of risk prevention and control,and other aspects of enriching the collaborative management system of risk prevention in social security system in Hangzhou;accelerate the promotion of integrity by increasing the scope of data sharing platform under collaborative governance System construction,promote the improvement of policies and laws,establish the main obstacles to accelerate the resolution of risks;rely on "Internet +" to establish a comprehensive platform for digital information management,multi-department synergy to improve the disciplinary mechanism,and fully mobilize the public,social organizations,enterprises through improved measures In line with the enthusiasm of social forces to participate in governance,from the perspective of collaborative governance,it is expected to provide suggestions for the implementation of the risk prevention and control work of the "running once at most" reform of the social security system in Hangzhou.
