Community governance is an important part of promoting the modernization of national governance system and governance capacity,and also an important part of improving social governance system with Chinese characteristics.Since the reform and opening up,with the economic development,China's urbanization process has been significantly accelerated.According to relevant statistics,by the end of 2018,the urbanization rate of China's permanent population has reached 59.5%.In the context of rapid urbanization,many rural land demolition and active or passive transfer of urban and rural population have emerged a large number of new rural communities,which are affected by the construction time,transformation power,land acquisition and demolition purpose The differences in the late governance methods and other aspects,the new rural community governance has become an important area that can not be ignored in urban and rural social governance.The report of the 19 th National Congress of the Communist Party of China points out that "three rural issues" are the top priority of the work of the whole party.It puts forward the implementation of the strategy of Rural Revitalization.According to the general requirements of "industrial prosperity,ecological livability,rural civilization,effective governance and rich life",it establishes and improves the system,mechanism and policy system of urban-rural integrated development,and speeds up the modernization of agricultural and rural areas.In this context,how to achieve the effective governance of new rural communities has become a subject of constant exploration by Party committees and governments at all levels.The new rural community of J village in s city was built earlier,which is the product of the local government's promotion of "land,population,industrial projects" and "three concentration".The residents of all villages in the township live in the community,which is a typical "multi village integration" new rural community promoted by administrative power.The author found that there are some problems in the governance of the new rural community through investigation and interview,For example,in the governance mode,the administrative power is involved,and there is no legal basis for the implementation of "village housing and community management".In promoting grid governance,the rights and responsibilities of village housing and grid are not clear,social forces are not enough to participate in community governance,the content of community public service is limited to hardware construction,the investment in cultural construction,spiritual civilization construction is not enough,and the investment in community public service security is not enough And so on.The root of the problem lies in that the new rural community is restricted by the traditional urban-rural dual structure system,the household registration and land relationship of the community residents still rely on the original village,and it is difficult for the residents to integrate into the new community.The orientation of new rural community is not accurate enough,the election of residents' committee members lacks effective policy guidance;the orientation of grass-roots government is not clear,the guidance of social forces participating in autonomy is not enough,and the input of public service security for new rural community is insufficient.Under the background of the strategy of "Rural Revitalization" put forward by the Party Central Committee,in order to further improve the governance level of the new rural community and realize good governance and good governance of the community,the author puts forward the path choice of the new rural community,that is to adhere to the guidance of the party construction and improve the level of community governance.Guided by the construction of Party organizations,establish community party organizations,comprehensively lead community work,and promote the establishment of community autonomous organizations.Highly integrate the community party organization system with the grid governance system,clarify the grid governance list,and build an ecological and livable home.Under the leadership of community party organizations,we should strengthen the cultivation of social organizations,guide social organizations to actively participate in community governance,and promote rural civilization and effective governance.Encourage the community to develop and strengthen the collective economy,and the community cadres to lead the entrepreneurship,so as to promote the prosperity of community industry and people's life.
