Research On Government Behavior In Anti-Poverty Projects E District In Ezhou

In 2019,925 thousand people and 800 poor villages in Hubei Province had been lifted out of the poverty..According to the current criterion,there are no poor villages in the whole province.Meanwhile,the incidence of poverty decreased from 2.4 percent in 2018 to 0.14 percent in 2019.Among this,Targeted Poverty-Alleviation Program of Hubei Province,which was issued in April 25,2019,mentioned that in the year of building a moderately prosperous society in all aspects,poor farmers household with the ability to work and inputting tent card in Hubei Province are able to have the leading industries which are stable for the poverty alleviation.The traditional industries need to be improved and consolidated as well as the emerging industry needs to be developed.In 2020,after eliminating the absolute poverty and achieving a moderately prosperous society in all respects,how to enhance the sense of gain and prevent farmers who have been out of the poverty from falling back to poverty is the momentous issue in the new era.As the first class county,with the strong county economy and superior geographiclocation,the poverty-alleviation industry in E District of Ezhou still exists the problems such as the unobtrusive demand and unbalanced development.There are 106 counties in E District of Ezhou.Among them,19 poor villages scatter everywhere.The poverty situation in this district is like the flowers arrangement,which means some are poor while others are rich.It is worth an in-depth exploration about how to develop the anti-poverty projects,especially the organic link between them and rural revitalization and how local government further plays a part in these programs.Sticking closely to the core of Xi Jinping's ideas for poverty alleviation,this thesisconcentrates on both actions dominated by the government and participation of the market players guided by the government.According to the 106 county in E District of Ezhou(including 19 poor villages),575,4 households and 14,146 poor people,278 anti-poverty projects from 2018 to 2020,on account of these information inputted into the poverty-alleviation files,the thesis collected by the quantifiable measures such as the visual charts and tables,and then analyzed data qualitatively.Integrating these two aspects,the thesis affirms the positive effects of the government actions.At the same time,with the data support of poverty people and programs,based on the theory of government behaviors intervention,the deficiency of the government-leading behaviors and participation of the market players guided by the government is pointed out dialectically.In view of the above quantitative and qualitative analysis,with the combination of the theory of government behaviors intervention and the facts of targeted poverty alleviation,choosing the common devices in the theory of government behaviors intervention such as administrative means and economic means as point-cuts,this thesis proposes the feasible and visual suggestions for the sake of prompting the precision and optimization of government behaviors intervention in anti-poverty projects.Only in this way,can these projects truly transform from valuing the accomplishment of anti-poverty goals to keep a watchful eye on poor people's sense of gain.
